EXTRACT OF MINUTES OF MEETING OF THE ROSEVILLE CITY COUNCIL * * * * * * * * * * * * * * * * * Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, County of Ramsey, Minnesota was duly held on the 25th day of February 2019,at 6:00 p.m. The following members were present: Willmus, Groff, Etten and Roe and the following was absent: Laliberte. Council member Groff introduced the following resolution and moved its adoption: RESOLUTION No. 11584 RESOLUTION ADOPTING A MODIFICATION TO THE DEVELOPMENT PROGRAM FOR REDEVELOPMENT PROJECT NO. 1; ESTABLISHING TAX INCREMENT FINANCING DISTRICT NO. 21 - COLDER PRODUCTS, AND ADOPTING A TAX INCREMENT FINANCING PLAN BE IT RESOLVED by the City Council (the "Council") of the City of Roseville, Minnesota(the "City"), as follows: Section 1. Recitals 1.01. The City has heretofore established Redevelopment Project No. 1 (the"Project") and adopted a Development Program (the "Development Program") for the Project, and has granted administrative authority of the Project to the Roseville Economic Development Authority ("REDA"). REDA and the City have proposed the adoption of a Modification to the Development Program for the Project(the "Development Program Modification"),establishment of Tax Increment Financing District No. 21 - Colder Products (the "District") within the Project, and adoption of a Tax Increment Financing Plan (the "TIF Plan") for the District(the Development Program Modification and the TIF Plan are referred to collectively herein as the "Program and Plan"); all pursuant to and in conformity with applicable law, including Minnesota Statutes, Sections 469.090 to 469.1082 and Sections 469.174 to 469.1794, all inclusive, as amended, (the "Act") all as reflected in the Program and Plan and presented for the Council's consideration. 1.02.
