REQUEST FOR CITY COUNCIL ACTION <br /> Date: 2/25/2019 <br /> Item No.: 7.d <br />Department Approval City Manager Approval <br /> <br />Item Description: Consider a request by Hand In Hand Christian Montessori for approval of <br />the Preliminary Plat of McCarrons Hills (PF18-016). <br /> <br />1 B ACKGROUND <br />2 The applicant proposes to develop four single family residential homes in the southwest corner <br />3 of the property at 211 North McCarrons Boulevard. The proposed four lot subdivision currently <br />4 has a zoning classification of Low Density Residential-2 (LDR-2) District. The Planning <br />5 Division has, however, begun the process of rezoning the southwest parcel back to Low Density <br />6 Residential-1 (LDR-1) District, with the Open House scheduled for February 27, 2019. The <br />7 proposed subdivision will allow four residential properties to develop into four new single- <br />8 family <br />9 Plat. <br />10 P LANNING C OMMISSION A CTION <br />11 On February 6, 2019 the Roseville Planning Commission held the duly noticed public hearing <br />12 (Attachment A). At the meeting, no citizens addressed the Commission, however, <br />13 Commissioners did have questions of the City Planner (Attachment B), mostly regarding the <br />14 existing Low Density Residential-2 zoning. The Planning Commission voted 5-1 to recommend <br />15 approval of the preliminary plat as presented and discussed in the project report dated 020619. <br />16 S UGGESTED C ITY C OUNCIL A CTION <br />17 By motion, approve the preliminary plat of McCarrons Hills based on the content of this RCA, <br />18 the public record, and City Council deliberation, subject to the following conditions: <br />19 1. Submission of a final tree preservation and replacement plan based on the final <br />20 grading/drainage plan. <br />21 2. Submission of final civil plans that require the review and approval of the City Engineer. <br />22 3. and the road, shall be private. <br />23 4. Stormwater Best Management Practices (P) and requirements must be approved by <br />24 the City and the Capitol Region Watershed. <br />25 5. All necessary and required D/U easements are finalized before final plat. <br />26 6. Properties adjacent to the wetland must have wetland buffer signs installed. <br />27 7. An encroachment agreement will be required for BMP and any retaining wall that will be <br />28 constructed within the drainage easement. <br />29 8.
