<br />47 <br /> <br />VILLAGE COUNCIL OF ROSEVILLE <br />Meeting,Tuesday,February lst,1949 at 2 PM. <br /> <br />-------------------------------------------------- <br /> <br />The Village Council met on the above date in regular session with the following <br />members present:Mueller,Membrez,Pothen,Hammersten,Carlson. Ira Karon,attorney and <br />Frank Leinen,treasurer were also present. <br /> <br />The minutes of January 18th meeting were read by the clerk and on motion by <br />Mueller,seconded by Hammersten,they were approved as read.Roll call:Ayes-(5),N~s(0). <br /> <br />The hearing on the application of Mr.Oscar Gottfried to rezone,from Residence <br />District to Business District, the property described in the minutes of January 18th <br />was continued.Mr.Kueppers,attorney for the applicant pointed out that out of 13 <br />properties involved in this matter, only 33 properties were actually in the Village. <br />He also stressed the set-back value is of great importance in developing a business <br />center. He stated that if his client had sufficient space the building could be set <br />back in order to create a good parking area and take the automobiles aw~ from the <br />streets. <br /> <br />Mr.Maun,attorney for the opposition said that 51 residents in Roseville Village <br />sigaed the petition and stressed again that a business deve10pement will be detri- <br />mental to residential properties. <br /> <br />President Mueller stated that it was the duty of the Council members to wè~gh <br />the issues fairly and squarely. He called the attention that Mr.Gottfried has been <br />a taxpayer for 45 years and somæonsideration should be given to his application. <br />He suggested that zoning Larpenteur Ave 2l1t feet in line with the rezoning of Mr. <br />Krannak's property to the East would be reasonable. Membrez pointed out that unless <br />the owner approves a change in the description, the Council had no choice but to act <br />on the petition as presented. Mr.Kueppers consulted his client Mr Gottfried and as <br />a result agreed to reduce the distance of 400 feet to 2llì feet on Hamline Ave. <br />Hammeneten moved, seconded by Pothen to zone 211~ feet on Hamline instead of 400 feet <br />to line up with Krannak's property. <br /> <br />Tony Schmidt repeated that he was still opposed to any rezoning and also stated <br />that Mr.Lane had told him that he had a plan to develop the 40 acres for residential <br />purposes. <br /> <br />Hammersten withdrew his motion,Pothen withdrew the seconding of the motion in <br />order to give Yr.Gottfried an opportunity to discuss the matter with Mr.Lane. <br /> <br />Mueller moved,seconded by Pothen to continue this hearing to Februar,y 15th. <br />Roll ca11IAyes-(5),N~s-(0). <br /> <br />George Reiling requested a permit to run a water pipe line under Judith Ave <br />in the plat recently adopted by the Council. Hammers ten moved, seconded by Pothen <br />to issue this permit when street is open and upon delivery of a $5,000.00 bond <br />to the Village .Roll call:Ayes-(5),Nays-(0). <br /> <br />:"~)" <br />-..-.... <br />;"'0;-."' <br /> <br />In response to our publication for bids for the Village legal piblications, <br />the St.Paul Legal Ledger submitted the following bide. <br />65 cents per folio for first insertion <br />30 cents per fofio for each subsequent insertion <br />30 cents per folio addidional for tabular matter. <br />There being no other bids submitted,Hammersten moved,seconded by Pothen to sward <br />the publications to the St.Paul Legal Ledger for the ensuing year.Roll call * <br />Ayes-(5),Nays-(0). <br />
