Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: March 26, 2019 Item No: 6 <br />Item Description: Commercial Rate Analysis <br />Background: <br />Last month, staff presented information on commercial water rates to the Public Works, <br />Environment and Transportation Commission. Staff included information on commercial water <br />use in Roseville and commercial rate structures in other cities. This information is included in the <br />attachments. <br />After the last P WETC meeting, staff reached out to get more information from the City of <br />Richfield to get more information on their rate structures and why they established their <br />structure. Below is the information found: <br />• The structure was set up as a goal to reduce water use. A secondary goal was to protect <br />commercial properties from being over -billed for sanitary charges as those are based on <br />measured water consumption. <br />• Water use is down since the rate changes but no evidence if it is from the rate structure or <br />general water conservation trends. <br />• Required all commercial accounts to have a separate meter if they used irrigation. <br />o Not required for residential properties. <br />• Required all commercial accounts that irrigate to have rain sensors on their systems. <br />• Richfield considers apartments commercial users. <br />o All commercial users are billed at the lowest tiered rate. Irrigation is billed at <br />highest tiered rate. <br />Additionally, staff researched other city rate structures and how the charge based on water use <br />and type of use. Staff will present this information at the meeting. <br />Staff will present the information included in the packet and provide additional information at <br />the meeting. <br />Recommended Action: <br />Receive presentation and provide recommendation to keep or change the current rate structure. <br />Attachments: <br />A.
