Attachment B <br />46 CIP Priority Ranking Process <br />47 The Council may recall that the Finance Commission originally submitted a portion of this <br />48 recommendation back on March 20, 2017 which the Council eventually incorporated into the Capital <br />49 Investment Policy on April 10, 2017. <br />4: <br />51 The Commission subsequently submitted an addendumrecommendation on September 18, 2017 to assign <br />52 priority rankings to individualcategories or itemsin the CIP.During the discussion,the Council <br />53 expressed some reservations on the concept of formally assigning priority rankings to the CIP, favoring <br />54 instead to use any prioritizingcriteria as guidance. <br />55 <br />56 Over the past few months, the Commission continued to reflect on the Council’s stated position and is <br />57 recommending that the Council reconsider its decision. The Commission once again recommends that <br />58 the Council embrace the original priority-setting criteria as well as formally assign priority rankings to <br />59 individual categories or items in the CIP.This recommendation was put forth at their December 12, 2017 <br />5:meeting, which was preceded by a discussion on November 14. <br />61 <br />62 Establishing a Cash Reserve Fund <br />63 The discussion on establishing a Cash Reserve Fund has been an on-going dialogueat the Finance <br />64 Commission since December of 2016 and culminated in a recommendation at their February 13, 2018 <br />65 meeting. <br />66 <br />67 As noted above, the Commission is recommendingthat the Council establish a Cash Reserve (Cash <br />68 Carryforward) Fund to consolidate all unrestricted funds that are not derived from donations or earmarked <br />69 for capital replacements.
