Attachment B <br />General Concept of Creating a Cash Reserve Fund <br />The Commission will recall an earlier discussion that depicted the general mechanics of how a Cash <br />Reserve Fund mightbe created: <br />Remove Capital <br />Create separate CIP <br />From Operating <br />Funds as needed <br />Funds <br />Sweep $$ in excess <br />Determine Cash <br />of Cash Reserve <br />Reserve Targets for <br />Targets into Central <br />each Fund <br />Fund <br />Council determines <br />how to use (Tax <br />Relief/Capital) <br />The Subcommittee did not specifically address (re-address) the mechanics of creating a Cash Reserve <br />Fund. It is presumed that the full Commission will revisit this approach before making a recommendation <br />to the City Council. <br />Review of Operational Cash Flow Needs & Associated Cash Reserve Target Levels <br />The Subcommittee reviewed the City’s 2016 and 2017 actual cash flows and cash flow needs ofthe <br />City’s unrestricted operating funds which included the following funds: <br />General <br />Parks & Recreation <br />Communications <br />Information Technology <br />License Center <br />The following graphs depict those cash flow needs after removing the amounts received from donations <br />or set aside for capital replacements (where applicable). <br /> <br />
