Introduction <br /> The City of Roseville is currently rated AAA/Stable by S&PGlobal Ratings <br />(August 14, 2015) and Aaa (last rated by <br />. <br />metrics that municipal entities can use to gauge what rating category they may <br />s and S&P Global Ratings <br />utilizes a Credit Scenario Builder that is very similar to the Scorecard concept, <br />providing greater transparency to how credit ratings are derived. These tools <br />include key elements the agencies use to determine an indicative rating for the <br />City. The S&P Global Ratings criteria include: <br />Institutional Framework (10% weighting) <br />Economy (30%) <br />Management (20%) <br />Financial Measures <br />o Budgetary Flexibility (10%) <br />o Budgetary Performance (10%) <br />o Liquidity (10%) <br />Debt & Contingent Liabilities (10%) <br />above, S&P Global analyzes other factors that may over-ride the initial score. <br />These could be positive or negative factors. These factors are completely <br />subjective and we are therefore unable to guarantee the adjustments to arrive at <br />a final rating. However, we have used our experience with the rating agencies <br />and your past credit rating reports to make very few subjective adjustments. <br />These will be discussed in more detail in the body of the report. <br />In this report, the indicative rating generated by analyzing the S&P Global <br />Ratings criteria was applied to the City of Roseville as it was the last agency <br />the City requested a rating from. The weighted average score based on the <br />above categories, weightings, and subjective adjustments were totaled to come <br />to an overall projected final rating. In addition, we have analyzed items that <br />may cause the credit score to go up or down. <br />Service.
