This can cause either positive or <br />negative adjustments. We did not apply any adjustments. <br />This portion of the analytical framework, which the City of Roseville has <br />control over, is weredit rating. Therefore, the <br />portion for the Budgetary Flexibility Score is 0.3 x (3.0 x 10%). Based on the <br />prior criteria, the sum total used to determine the City of Ro <br />rating is 1.1 (0.2 + 0.3 + 0.2 + 0.1 + 0.3). <br />Liquidity Measures the availability of cash and cash equivalents to service both debt <br />and other expenditures. <br />The liquidity score is based on total government cash available as a percentage <br />of total Governmental Funds expenditures and as a percentage of total <br />Governmental Funds debt service. <br />The projected governmental cash available ($52,270,449) as a percentage of <br />total Governmental Funds debt service ($3,472,417) far exceeded the 120% <br />threshold and cash as a percentage of Governmental Fund expenditures <br />($37,677,970) again, far exceeded 15%. Based on the table below, this results <br />in an initial Budget Liquidity Score of 1.0. <br /> <br /> <br />
