REQUEST FOR COUNCIL ACTION <br />Date:3/13/2019 <br /> Item No.: 7a. <br />Department Approval City Manager Approval <br /> <br />Item Description: Receive Presentation Regarding the Implementation Phase of the Rice and <br />Larpenteur Gateway Alliance <br />1 B ACKGROUND <br />2 Dating to the summer of 2016, the City has been actively dialoguing with the City of Maplewood, <br />3 City of St. Paul, and Ramsey County regarding revitalizing and re-envisioning the Rice <br />4 Street/Larpenteur Avenue corridor. <br />5 In an attempt to advance this effort, the City entered into a Professional Services Agreement with <br />6 Perkins+Will for consulting services for the Rice and Larpenteur Area Visioning Plan in July of 2016. <br />7 At the same time, the cities of St. Paul and Maplewood entered into a Cooperative Funding Agreement <br />8 with the City of Roseville, where Roseville acted as the Contract Manager to the Rice and Larpenteur <br />9 Area Visioning Planprocess. The actual visioning process included the resident and business <br />10 community of the Rice and Larpenteur area. Then, in 2018 the Visioning Plan was accepted and <br />11 discussionsbegan with regard to implementation of what has since been termed the Rice and <br />12 Larpenteur Gateway Alliance. Request for Proposals were sought in early 2019 to select a consultant <br />13 who would provide a scope of services surrounding implementation of the Alliance. <br />14 On February12, 2019, the cities of Roseville, Maplewood, St. Paul, and Ramsey County unanimously <br />15 selected the SPACC to begin implementation efforts in support of the Alliance. To that end, the <br />16 SPACC has been asked to provide a presentation on the scope of services they will provide. <br />17 Following the presentation, staff will advance a Professional Services Agreement for consideration at <br />thth <br />18 the March 25 or April 8 meeting. <br />19 B UDGET I MPLICATIONS <br />20 The EDA has budgeted $50,000 in2019 for implementation efforts of the Rice and Larpenteur <br />21 Gateway Alliance. <br />22 S TAFF R ECOMMENDATION <br />23 Receive a presentation by the SPACC regarding the scope of services they will engage in with regard <br />24 to implementation of the Alliance. <br />25 R EQUESTED C OUNCIL A CTION <br />26 Receive a presentation by the SPACC regarding the scope of services they will engage in with regard <br />27 to implementation of the Alliance. <br />Prepared by: Janice Gundlach, Community Development Director <br />Attachments: A: SPACC RFP Response <br />B: SPACC presentation slides <br />C: Website Inquiry RE Rice/Larp Alliance <br />Page 1 of 1 <br /> <br />
