EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL OF THE CITY OF ROSEVILLE Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville,County of Ramsey,Minnesota was duly held on the 22nd day of April 2019,at 6:30 p.m. The following members were present: Willmus, Laliberte, Groff, Etten, and Roe; and the following were absent: none. Member Laliberte introduced the following resolution and moved its adoption: RESOLUTION No. 11593 Resolution Repealing Resolution 11198, Rescinding the Environmental Review Worksheet (ERW) Process WHEREAS, on August 13, 2001 the City Council adopted Resolution 9918 approving the Alternative Urban Area-Wide Review (AUAR) for the Twin Lakes redevelopment area; and WHEREAS, on October 15, 2007 the City Council adopted Resolution 10563 approving an update to the AUAR for the Twin Lakes redevelopment area,which is required every five years; and WHEREAS, on October 8, 2012 the City Council adopted Resolution 11015 electing not to update the AUAR and instead implement a "Twin Lake Environmental Review Policy" that required all projects within the Twin Lakes redevelopment area to undergo an Environmental Assessment Worksheet (EAW) process and Environmental Impact Statement (EIS) using discretionary authority under Minnesota States 4410.1000, subp. 3; and WHEREAS, on December 8, 2014 the City Council adopted Resolution 11198, which rescinded the aforementioned Twin Lakes Environmental Review Policy and replaced it with an Environmental Review Worksheet(ERW); and WHEREAS, on April 15, 2019 the City Council discussed the ERW process at a work session and determined it no longer serves its intended purpose for the following reasons: a. The ERW was established during a time when little development had occurred, causing a certain amount of uncertainty surrounding a variety of issues including traffic, contamination, storm water, etc.
