EXTRACT OF MINUTES OF MEETING <br /> OF THE <br /> CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br /> Roseville,County of Ramsey,Minnesota was duly held on the 22nd day of April 2019,at 6:30 p.m. <br /> The following members were present: Willmus, Laliberte, Groff, Etten, and Roe; <br /> and the following were absent: none. <br /> Member Laliberte introduced the following resolution and moved its adoption: <br /> RESOLUTION No. 11593 <br /> Resolution Repealing Resolution 11198, <br /> Rescinding the Environmental Review Worksheet (ERW) Process <br /> WHEREAS, on August 13, 2001 the City Council adopted Resolution 9918 approving the <br /> Alternative Urban Area-Wide Review (AUAR) for the Twin Lakes redevelopment area; and <br /> WHEREAS, on October 15, 2007 the City Council adopted Resolution 10563 approving <br /> an update to the AUAR for the Twin Lakes redevelopment area,which is required every five years; <br /> and <br /> WHEREAS, on October 8, 2012 the City Council adopted Resolution 11015 electing not <br /> to update the AUAR and instead implement a "Twin Lake Environmental Review Policy" that <br /> required all projects within the Twin Lakes redevelopment area to undergo an Environmental <br /> Assessment Worksheet (EAW) process and Environmental Impact Statement (EIS) using <br /> discretionary authority under Minnesota States 4410.1000, subp. 3; and <br /> WHEREAS, on December 8, 2014 the City Council adopted Resolution 11198, which <br /> rescinded the aforementioned Twin Lakes Environmental Review Policy and replaced it with an <br /> Environmental Review Worksheet(ERW); and <br /> WHEREAS, on April 15, 2019 the City Council discussed the ERW process at a work <br /> session and determined it no longer serves its intended purpose for the following reasons: <br /> a. The ERW was established during a time when little development had occurred, causing a <br /> certain amount of uncertainty surrounding a variety of issues including traffic, <br /> contamination, storm water, etc. <br />
