126 Member Wozniak thought that was a great idea, but he would not stop there. He <br />127 would start looking at some of the sustainability issues and some of the goals in the <br />128 green step program and others to try and incorporate, not maybe to go beyond what <br />129 is required but what is a good idea. <br />130 <br />131 Chair Cihacek thought the City needed to figure out where are the gaps and see <br />132 what the City has in order to identify the gaps. <br />133 <br />134 Mr. Culver stated that was a good point, but he was not sure to what level the <br />135 Council wants to go to in that regard. He stated if the City is not requiring a certain <br />136 amount of sustainability in new development then what is the point because if it is <br />137 a permitted use within the zoning, nine times out of ten it is not going to go to the <br />138 Council. It is an administrative review and permitting process that gets approved. <br />139 If the City wants to start incentivizing sustainability elements within the new <br />140 development or require, that is a whole different point and those need to be <br />141 established first and then it is a qu of how it will be m 'tored and becomes <br />142 a part of the checklist. <br />143 <br />144 Chair Cihacek thought it would be infor tive for the Commissio now what <br />145 the City has for sustainability lements in order to be responsive t future City <br />146 needs and to have more educati sustainability and green step. <br />147 <br />148 Member Misra ed if there is currently a checklist or anything approaching that. <br />149 <br />150 Mr. Culv stated for t development in theit occurs under the Zoning Code <br />151 and things that are codified. Staff internally ha a checklist within its own <br />152 departments of what is looked for as fAas regulations and minimum requirements <br />153 and such and a lot of that happens at the planning or community development level <br />154 'ke <br />here is not a formal report generated on a development and a lot of <br />155 opments do not get to the City Council because the develop meets City Code <br />156 oning. He stated the Cjty does not have something that is neatly assembled <br />157 hows all of the environmental components of City Code. <br />158 <br />159 Member Misra stated from a broader viewpoint, aside from just the codes, how is <br />160 it determined how development interacts with green streets or with any of the other <br />161 things discussed. The City does not really have any way for a developer to come <br />162 in and know that these are issues that the City has taken seriously and wants to see <br />163 certain kinds of progress on. <br />164 <br />165 Chair Cihacek thought that was something for City Council policy. He stated the <br />166 City Council is the body that would take up that conversation, or community <br />167 development about what the City wants. This Commission can try to find out where <br />168 there are gaps and make suggestions on how to fill in those gaps. <br />169 <br />170 Mr. Culver stated most of the large-scale developments that happen in Roseville, <br />171 particularly when talking about commercial or company headquarters and housing <br />Page 4 of 7 <br />
