EXTRACT OF MINUTES OF MEETING OF THE <br /> CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, <br /> County of Ramsey, Minnesota, was held on the 3rd day of June 2019, at 6:00 p.m. The <br /> following Council Members were present: Willmus, Laliberte, Groff, Etten, and Roe; <br /> and none were absent. <br /> Council Member Groff introduced the following resolution and moved its adoption: <br /> RESOLUTION NO. 11605 <br /> A RESOLUTION APPROVING A CONDITIONAL USE PURSUANT TO TABLE 1004-6 AND <br /> §1009.02.0 OF THE CITY CODE,AT 165 SOUTH OWASSO BOULEVARD, AND 3011, 3029, <br /> AND 3033 RICE STREET (PF19-004) <br /> WHEREAS, Table 1004-6 of the City Code provides the allowance to seek a CU for increased <br /> unit density within the HDR-1 zoning district from 25-36 units per acre; and <br /> WHEREAS, City Code §1009.02.0 establishes general Conditional Use (CU) criteria that is <br /> required to be met by a CU proposal; and <br /> WHEREAS, the Roseville Planning Commission held the public hearing regarding the proposed <br /> CU on May 1, 2019, voting 5-0 (with on abstention and one recusal) to recommend approval of the <br /> increased density on the subject property from 24 to 32 units per acre; and <br /> WHEREAS, the property at 165 Owasso Boulevard, and 3011, 3029, and 3033 Rice Street is <br /> legally described as: <br /> REQUIRES LEGAL DESCRIPTION <br /> WHEREAS, the City Council has determined that approval of the proposed CU to permit a <br /> increase in unit density of a multi-family residential project in the HDR-1 District pursuant to Table <br /> 1004-6 and §1009 of the City Code will not result in adverse impacts to the surrounding properties <br /> based on the following findings: <br /> GENERAL CONDITIONAL USE CRITERIA§1009.02.C: <br /> 1. The proposed use is not in conflict with the Comprehensive Plan: <br /> Assuming there is support for the Comprehensive Land Use Map Change, then the use of the <br /> property for development of 60 affordable, multi-family senior units would advance a number of <br /> Land Use and Housing chapter goals and policies, and be deemed consistent with the Plan. <br /> Specifically, the Planning Division has reviewed the proposal by CommonBond Communities to <br /> develop 60-units of affordable, multi-family senior housing at 165 Owasso Boulevard, and 3011, <br /> 3029, and 3033 Rice Street to determine if the proposed land use map change from Low Density <br /> Residential and Neighborhood Business to High Density Residential is supported by the Goals and <br /> Policies of the Roseville 2030 Comprehensive. The following Goals and Policies of the Plan are <br /> applicable to this project: <br />
