Regular City Council Meeting
Monday,June 3, 2019
Page 18
right and if the plans are reviewed and inspected properly and if the developer
does what it says it is going to do those concerns don't materialize.
Ms. Tara Jebens-Singh, 1056 Sherren Street
Ms. Jebens-Singh has lived in Roseville for over twenty years and she actually
chose Roseville because of its varied housing stock that supported families of all
ages and incomes. She hoped as the City continues to grow as a community it
continues to support families of all ages and all incomes. She stated for the last
fifteen years she has worked as a senior service and program provider and have a
little bit of professional knowledge of the needs of the senior community. She
currently serves on numerous boards and advisory councils overseeing senior ser-
vices in the Northeast Metro regarding nutrition services, transportation services,
in home services, fighting social isolation and advocating for the creation of age
friendly communities. On that note, she regularly delivers meals on wheels
throughout the area and she visits numerous senior housing communities all over
the place and has never had a hard time finding a parking space. She stated sen-
iors do transition out of having a vehicle and she has never had an issue with
parking. There are close to one in five of the residents that are 65 and over and
that is going to continue to trend. Unfortunately, in the Twin Cities area two-
thirds of the seniors are house burdened. Cost burdened in their housing and
spend thirty percent or more of their income on housing. There is a real need for
affordable senior housing in the community. She supports affordable housing for
everyone, but she specifically supports this particular project because of its loca-
tion, access to services and transportation and as other folks have said Common-
Bond has a stellar reputation in the community and the professional world serving
seniors and those searching for affordable housing. The City cannot find a better
partner in this. She thought this is the right thing to do because the senior citizens
in the City have lived her, worked here, raised their families here and want to stay
her and continue to contribute to their community and it is on the rest of the
community to provide options so that folks can continue to live and age in this
community. She encouraged the City Council to support this project.
Reverend Riz Prakasim, 965 Larpenteur Ave W
Reverend Prakasum stated he is the pastor at New Life Presbyterian Church in
Roseville. He is attending to speak from a faith community perspective. He stat-
ed he wants to supportive CommonBond. His church participates in a nonprofit
project called Project Home, a temporary homeless shelter and it happens every
month at two locations each month. His church is one of the locations for the
month of April. Some of these families are composed of grandparents and grand-
children. There are probably no more than 12 families per year. These are hard
working folk that have fallen on hard times and had bad things happen which
makes them slide into homelessness. There is a demonstrated need for affordable
housing. His congregation is composed of an average age of parishioners of
about 65 and he intimately knows their situations as well and there is going to be
a great need going forward for affordable housing. He has heard some objections
