Regular City Council Meeting <br /> Monday,June 3, 2019 <br /> Page 23 <br /> Mayor Roe stated other questions was regarding the need for 166 affordable units <br /> versus other projects. He stated the 166 affordable was in reference to senior af- <br /> fordable housing across the City. Other projects that are being built in the City <br /> may not be affordable, such as across the street from City Hall, there is a certain <br /> level of care associated with it and it is not even considered a market rate in that <br /> sense, it is actually a specific type of use. <br /> Councilmember Willmus thought one thing that should be addressed because it is <br /> pretty clear this evening that it really is not out there for broader public consump- <br /> tions,just the number of projects, the number of units that are actually in the pipe- <br /> line right now, are quite staggering when looking at close to eighteen hundred <br /> units that are pending or planned in the near future. <br /> Mayor Roe did not think that was specifically in response to a question brought <br /> up. <br /> Councilmember Willmus thought it was and is in response to several statements <br /> that have been made that this is the only one and he did not think that was an ac- <br /> curate representation as to what is actually occurring in Roseville. He stated a <br /> person could look back specifically at the action the Council took at the May 13`h <br /> meetings, with respect to the number of affordable units and the number of market <br /> rate units that the Council gave approval for and will be moving forward. Those <br /> are all aspects that need to come into play. He thought that was a piece that was <br /> missing and a piece, when talking about communication, that the City needs to do <br /> a better job of letting people know what is being done and where the projects are. <br /> Mayor Roe asked if the intention was that the three requested actions needed to be <br /> taken as separate motions. <br /> City Attorney Gaughan thought that would be appropriate. <br /> Mayor Roe questioned if the solar study took into account the tree shadows. <br /> Ms. Stockstrum indicated the trees were not taken into consideration in that study. <br /> Groff moved, Etten seconded, adoption of Resolution No. 11604 (Attachment C) <br /> entitled, "Resolution Approving An Amendment To The Comprehensive Land <br /> Use Plan Map Designation From Low Density Residential (LR) And Neighbor- <br /> hood Business (NB) To High Density Residential (HR) For Property Located At <br /> 165 Owasso Boulevard, and 3011, 3029 And 3033 Rice Street(PF19-004)." <br /> Council Discussion <br /> Councilmember Groff stated he made the motion because the different motions <br /> are all attached so it is all about this project together and he was not going to reit- <br />
