Those are some of the ideas CommonBond is thinking about but mostly <br /> it is universal design and is also elevator served. <br /> Councilmember Etten stated it was mentioned at the public hearing about a land <br /> use restriction that was signed as a part of the funding process. He asked for Ms. <br /> Stockstrom to explain that. <br /> Ms. Stockstrom stated it is called The Declaration of Land Use Restriction. Basi- <br /> cally, it is something CommonBond signs as part of getting low income housing <br /> tax credits and says that CommonBond commits to maintaining the property as af- <br /> fordable for thirty years and CommonBond usually elects up to forty years. <br /> Councilmember Groff asked in regard to treating all runoff onsite, does Com- <br /> monBond consider permeable parking lots or anything of that sort to help abate <br /> runoff. <br /> Ms. Stockstrom stated not typically, CommonBond usually looks more at <br /> raingardens, plantings that absorb a lot of water. CommonBond thinks out of the <br /> box sometimes, she indicated permeable paving is not typical. <br /> Councilmember Willmus asked what the rough calculations right now as to what <br /> would be impervious coverage. <br /> Ms. Stockstrom stated she did not know that answer off the top of her head. <br /> Councilmember Willmus reported the corner of the property at Rice and Owasso <br /> was a service station and asked what type of due diligence has CommonBond <br /> done to this point to look at soil conditions, etc. <br /> Ms. Stockstrom responded, CommonBond plans on doing a phase one report. <br /> The process has not started yet, the environmental consultant did run a general <br /> background check and noted there was a service station there, so it is something <br /> CommonBond is aware of. <br /> Councilmember Willmus asked if CommonBond runs into issues that need to be <br /> remediated, is there recourse there for dollars that might be needed for that. <br /> Ms. Stockstrom said there are other grants available and believed Ramsey County <br /> has a cleanup grant available so CommonBond will go there first and after that the <br /> cost will become a part of the project budget. She stated CommonBond will work <br /> with their environmental consultant to determine what appropriate mitigators are <br /> depending on the findings. <br />
