Attachment A <br />Item 8A <br />Roseville’s Racial Equity Narrative March 2, 2018: <br />The City of Roseville is dedicated to creating an inclusive community where the predictability of success <br />is not based on race or ethnicity. <br />The actions of government at the federal, state, and local level have created racial disparities that <br />continue to harm our community. Rectifying these disparities is critical to the development of a vibrant <br />community and a high quality of life for all residents. <br />All City Departments will prioritize racial equity in their planning, delivery, and evaluation of programs, <br />policies, and services. <br />The City of Roseville is committed to taking tangible steps to normalize, organize, and operationalize <br />racial equity principles and tools, with an eye toward impactful and sustainable outcomes that create a <br />more equitable community. <br />Background: <br />In 2018 The Roseville City Council asked the Human Rights, Inclusion and engagement commission to <br />evaluate current community engagement efforts and provide recommendations that could improve <br />engagement efforts by the City. In addition, city staff has been participating in a training program with <br />the Government Alliance on Race and Equity where they are learning about the importance of designing <br />equity processes within city government. These events have provided the opportunity to step back and <br />evaluate how the City of Roseville currently engages the community, how it could improve engagement, <br />and how it could ensure its engagement efforts are inclusive and successful. As a part of this work, the <br />HRIEC has been asked to develop a community engagement best practices document that can be used <br />by staff to inform future engagement efforts. <br />Prior to drafting the engagement best practices document, the HRIEC surveyed city staff to gain an <br />understanding of why and how they engage the community and areas where they could use guidance in <br />improving engagement efforts. The Commission also reviewed demographic data for the city to gain an <br />understanding of who lives in our community. The results of these two efforts are summarized below. <br /> <br />
