<br />The Village Council met on the above date with the following members present:
<br />Mueller,Hammersten,Membrez (3)Carlson,Pothen were absent (2) Ira Karon,village
<br />attorney was also present.
<br />The minutes of meetings of Oct.4th and lath were read by the clerk and on
<br />motion b,y Hammersten,seconded b,y Mueller they were approved as read.Roll Call:
<br />Ayes-(3),Nays-(0).
<br />Mr. Thomas and Mrs Scherwinka appeared before the Council to register a complaint
<br />about the switching noise and smoke of the freight trains coming into the Standard
<br />Oil Co and Great Lakes Pipe Line Co. Apparently the Minnesota Transfer who does the
<br />switching are not as careful as they might be, creating noises which are quite distur-
<br />bing at night. Membrez moved, seconded by Hmmnersten to send a letter to the Minnesota
<br />Transfer and copies to the Standard C~l Co and Great Lakes Pipe Line requesting
<br />them to use care and keep switching noises to a minimum in the future.Roll Call:
<br />Ayes-(3),Nays-(0).
<br />It appears too,that the Paper Calmenson Co, when they work the night shift, are
<br />not extremely careful in the handling of steel and that the noise is also disturbing
<br />the residents within the area.Hammersten moved, seconded by Mueller that a letter
<br />be mailed to Paper Calmemson Co requesting them to to be more careful in the future.

<br />Mrs Zimmerman, owner of Midoaks property requested that the Village grades
<br />st Mary's Lane.It Was pointed out that it is up to the owner to grade the streets.
<br />She $aid that prior to the incorporation as a ViII age, the Town Board of Rose
<br />promised her to grade this street.After some discussion, she agreed to pay half the
<br />cost if the grading can be done at reasonable figures.Hammersten moved, seconded b,y
<br />Mueller to get bids for this grading.Roll Call:Ayes-(J),Nays-(O).
<br />Falcon Heights Village submitted a mutual aid agreement on Fire protection.
<br />Hammersten movec,seconded b,y Mueller to refer contract to village attorney and if
<br />properly drawn up to authorize the signing of this contract.Roll Call:Ayes-(J)
<br />Nays-( 0).
<br />An application from Peter P.Voeller for licenses to sell food, cigarettes and
<br />Off sale beer was submitted.Hammersten moved, seconded by Mueller to issue the licenseE
<br />for businesss to be operated at 888 Lovell Ave.
<br />Hammersten moved, seconded by Mueller that all bids for fire hose be rejected.

<br />Ordinance No.12J providing the establishement of the Roseville Volunteer Fire
<br />Dept. was introduced.Mueller moved, seconded b,y Membrez to adopt this ordinance.Roll
<br />Call:Ayes-(3),Nays-(O).
<br />Ordinance No.124 regulating and controlling traffic in the Village of Roseville
<br />was introduced.Hammersten moved, seconded by Mueller to adopt this ordinance.

<br />Circle View plat and Frank Leinen pla~were submitted.Hammersten moved,
<br />seconded by Mueller to accept these plats,Roll Call:Ayes-(J),Nays-(O).
<br />Norman Jognson and other residents on Marion st.just North of Larpenteur Ave
<br />appeared before the Council to inquire about Marion St..They were informed that this
<br />road had never been taken over by the Village and before any action could be taken
<br />easements will have to be submitted by the property owners.
<br />Mueller moved, seconded b,y Hammersten that the following bills be paiB.Roll
