Roll Call <br /> Mayor Roe called the meeting to order at approximately 6:00 p.m. Voting and Seating <br /> Order: Willmus, Laliberte, Groff, Etten, and Roe. City Manager Patrick Trudgeon and <br /> City Attorney Mark Gaughan were also present. <br /> 2. Pledge of Allegiance <br /> 3. Approve Agenda <br /> Groff moved, Etten seconded, approval of the agenda as presented. <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Groff, Etten, and Roe. <br /> Nays: None. <br /> 4. Public Comment <br /> Mayor Roe called for public comment by members of the audience on any non-agenda <br /> items. <br /> Ms. Chauntyll Allen, 1358 Edmund Avenue, St. Paul, indicated she was with Black Lives <br /> Matter Twin Cities. She noted she was before the City Council on behalf of Corrine Tay- <br /> lor in support of Justice for Ralph Bell. She gave the City Council her personal history <br /> with the City and noted she was raised in the Rondo Community. She indicated she re- <br /> cently got involved because Ralph Bell went missing and his car was found running in <br /> Roseville. She was really concerned and reached out to family members. She explained <br /> last year about this time her son went missing in St. Paul and was missing for about a <br /> week. She indicated she is a mobilizer and was able to organize Metro Transit Police and <br /> had Commanders, a missing persons task force, and St. Paul and Minneapolis Police in- <br /> volved with a mass search in the Twin Cities on the Blue and Green Transit line looking <br /> for her son for 24 hours. <br /> Ms. Allen explained she reached out to try to help Ralph Bell's family. His family kept <br /> saying that Roseville Police's missing person employee was on vacation until the 26th <br /> She,being an organizer, wanted to get straight at that. The family told her to hold off be- <br /> cause the family believes in the system and that the City of Roseville was going to look <br /> for their family member. The mother believed the missing person's department would <br /> utilize the resources and look for this man because he had been missing. He was missing <br /> for ninety days in Roseville and found in broad daylight. She talked to people and said <br /> that the very least the City could do in Stillwater and Roseville is get on the news and ask <br /> people to search their backyards as low and behold, he was found in one of the backyards <br /> in Roseville. <br />
