REDA Meeting <br /> Minutes—Monday,July 15,2019 <br /> Page 4 <br /> Member Etten indicated on the site plan there is a sidewalk going along the <br /> entire length of the northern boundary which would be parallel to any sidewalk <br /> feature that is part of any potential, if the Council would agree to, looking in <br /> how to tie that into a development of the ditch area. He wondered if it was <br /> logical that those would not run parallel but be combined or do the sidewalks <br /> need to be kept separate. He was looking at the $1.8 million and how much <br /> money would be needed because he thought it was higher than expected <br /> because the City of Roseville has put in some sidewalks already. He was <br /> looking at ways to save a fairly large segment if Dominium was not putting a <br /> sidewalk in, but the City of Roseville was putting it in. <br /> Ms. Gundlach indicated staff was looking to see whether or not the EDA had <br /> any interest in pursuing this amenity and if so, staff would work with the <br /> developers on drafting a plan that makes more sense. The concept plan <br /> included in the packet was done before staff flushed out this other idea, but the <br /> intention was not to over duplicate pedestrian access but to do what made <br /> sense. She noted the $1.8 million was for more than just the bituminous or <br /> concrete for the trail. There is going to have to be some vegetation and <br /> lighting to make sure it is safe. Staff thought it was more appropriate to <br /> slightly overestimate than underestimate in order to do it correctly. <br /> President Roe noted on the transit side, if Dominium is going to do a shuttle <br /> service, there would be more frequent bus service from Rosedale and more <br /> frequent bus service from the park and ride as well. Both of those are far <br /> enough away that most people will not be walking there but making that <br /> connection is one of the key things he thought Member Etten was talking <br /> about. <br /> Member Laliberte thanked everyone for the presentation and indicated her <br /> concerns all along with this property have been the congestion, transit, and <br /> safety aspects of it. She thought if this continues to move forward for the <br /> developer to continue to address these issues. <br /> Ms. Gundlach noted Stacie Kvilvang from Ehlers was at the meeting if the <br /> EDA would like a brief presentation overview of the finances. <br /> The EDA indicated no presentation was needed. <br /> Member Etten asked staff how the subdivision works if it did not kick in park <br /> dedication. <br /> Ms. Gundlach indicated the Subdivision Ordinance currently states that there <br /> has to be a net increase in developable lots in order for the dedication to be <br /> triggered. Because of the number of properties that are currently out there and <br /> how the developers would replat those lots, there is not a net increase in <br />
