EXTRACT OF MINUTES OF MEETING <br /> OF THE <br /> ROSEVILLE CITY COUNCIL <br /> * * * * * * * * * * * * * * * * * <br /> Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br /> Roseville, County of Ramsey, Minnesota was duly held on the 12th day of August, 2019, at 6:30 <br /> p.m. <br /> The following members were present: Etten, Willmus, Laliberte, Groff, and Roe <br /> and the following were absent: None <br /> Council member Etten introduced the following resolution and moved its adoption: <br /> RESOLUTION No. 11625 <br /> RESOLUTION APPROVING TAX INCREMENT FINANCING PLAN FOR TAX INCREMENT <br /> FINANCING DISTRICT NO.22: TWIN LAKES II AND A MODIFICATION TO THE <br /> DEVELOPMENT PROGRAM FOR DEVELOPMENT DISTRICT NO. 1 <br /> WHEREAS, the Roseville Economic Development Authority ("REDA") and the City of <br /> Roseville, Minnesota (the "City") have previously approved a development program (the <br /> "Development Program") for Development District No. 1 (the "Development District") within <br /> the City, pursuant to Minnesota Statutes, Sections 469.001 through 469.047, as amended, and <br /> Minnesota Statutes, Sections 469.090 to 469.1081, as amended (together,the "Act"); and <br /> WHEREAS, REDA and the City have determined to modify the Development Program for the <br /> Development District and approve a tax increment financing plan (the "TIF Plan") for Tax <br /> Increment Financing District No. 22: Twin Lakes II (the "TIF District"), a redevelopment <br /> district, pursuant to Minnesota Statutes, Sections 469.174 through 469.1794, as amended (the <br /> "TIF Act"), all as described in a plan document presented to the City Council of the City (the <br /> "Council") on the date hereof; and <br /> WHEREAS, pursuant to Section 469.175, subdivision 2a of the TIF Act, notice of the proposed <br /> TIF Plan was presented to the commissioner of Ramsey County, Minnesota representing the area <br /> to be included in the TIF District at least thirty (30) days before the publication of the notice of <br /> public hearing; and <br /> WHEREAS, pursuant to Section 469.174, subdivision 2 of the TIF Act, the proposed TIF Plan <br /> and the estimates of the fiscal and economic implications of the TIF Plan were presented to the <br /> Board of Education of Independent School District No. 621 and to the Board of Commissioners <br /> of Ramsey County, Minnesota on or about June 28, 2019; and <br />
