Finding that the TIF Plan for TIF District will afford maximum opportunity, consistent <br /> with the sound needs of the City as a whole, for the development or redevelopment of <br /> Development District No. 1 by private enterprise. <br /> Through the implementation of the TIF Plan, the EDA and City will provide an impetus <br /> for residential multifamily rental development, which is desirable and necessary to <br /> address an increasing population and an increased need for life-cycle housing options <br /> within the City, as well as remediation of a long-blighted area of the City and increased <br /> living-wage employment opportunities in connection with the medical office and <br /> commercial uses. <br />
