Regular City Council Meeting <br /> Monday,August 12, 2019 <br /> Page 14 <br /> Councilmember Groff thought if an extra tier system was put into place, there <br /> should be an educational period done beforehand. He thought the educational <br /> piece really needed to be in this to make an affect. Otherwise, most likely those <br /> 300 plus people will not stop their water consumption due to an extra twenty to <br /> thirty dollars a month. <br /> Mr. Culver thought this could be done on a staged approach with an education <br /> piece and outreach component to the high users. <br /> Councilmember Laliberte thought the city needed to do the educational part of <br /> this and outreach could be done to the high-water users with the message that the <br /> city might be implementing this. She thought people were conscientious and if <br /> brought to their attention, those residents might do more to reduce their usage. <br /> She also thought that broader education is useful to the everyday user. <br /> Mayor Roe thought there were ways to incentivize through these grant programs, <br /> actually implementing conservation measures such as different types of timers for <br /> irrigation, and on the commercial side there are a lot of manufacturing processes <br /> that use a lot of water, so talking with that user about it might be helpful. <br /> Councilmember Willmus indicated he would like to take a slower approach and <br /> focus on educating residents without the threat of implementing another tier. He <br /> would like to have the program monitored for a time and see if there are any <br /> changes to consumption before any changes are made. <br /> Councilmember Etten expressed his support of that. <br /> Council consensus was to move forward with an educational component. <br /> j. Consider Approval of 2019-20 Policy Priority Planning Document <br /> City Manager Patrick Trudgeon briefly highlighted this item as detailed in the <br /> Request For Council Action and related attachments dated August 12, 2019. <br /> Councilmember Etten appreciated all the changes made in the document from <br /> previous discussions. He noted on page 19, under Strategic Initiative, connection <br /> should read connections. On page 9, at the bottom under track measurer or suc- <br /> cess, the bullet point should not be there. On page 5, on the Rice/Larpentuer Ini- <br /> tiative, second bullet point, depending on how big the square is it could include <br /> every business in that zone or three-fourths of them. As he looked at that from <br /> McCarron's South, there are probably eight or so. <br /> Mr. Trudgeon thought with the Rice/Larpentuer study, it went up to Highway 36. <br /> Councilmember Laliberte asked Mr. Trudgeon to comment on the hiring practices <br /> in the city. <br />
