Regular City Council Meeting <br /> Monday,August 12,2019 <br /> Page 9 <br /> Mr. Trudgeon reviewed the investment in city workforce, IT reorganization, exist- <br /> ing programs and services, and elimination of the use of general fund reserves to <br /> balance the budget. <br /> Councilmember Willmus asked with respect to the communications fund, is the <br /> $67,000 a portion of what is pulled from the fund on an annual basis. <br /> Mr. Trudgeon indicated that was correct. <br /> Councilmember Willmus asked what is the overall dollar figure that the commu- <br /> nications fund pays to the personnel costs. <br /> Mr. Trudgeon noted he did not have that figure on hand but could get that infor- <br /> mation to the Council. He noted one hundred percent of the salaries for the <br /> Communications Manager and Communications Specialist are paid through this <br /> fund. <br /> Councilmember Willmus asked for an update on the CTV information that will be <br /> coming forward in the coming months. <br /> Mr. Trudgeon explained that is perhaps going to be an interesting conversation as <br /> the FCC is looking to make some decisions right now as far as what can be com- <br /> ing from franchise fees and what can be counted against that. There might be a <br /> general reduction of the franchise fees paid by the cable TV operators. Also, he <br /> thought the city needed to make sure all of the city's options are open. <br /> Mayor Roe asked Mr. Trudgeon to include a summary table in the next meeting <br /> packet. He would also like to see more presentation graphics with fewer numbers <br /> at the September meeting. <br /> Mayor Roe offered an opportunity for public comment, with no one coming for- <br /> ward. <br /> h. Consider Budget Regarding Potential Programming for Hispanic Heritage <br /> Month <br /> Assistant City Manager Rebecca Olson briefly highlighted this item as detailed in <br /> the Request for Council Action and related attachments dated August 12, 2019. <br /> Commissioner Djevi was at the meeting to answer questions. <br /> Councilmember Etten asked if staff or anyone on the Commission have an oppor- <br /> tunity to talk to food trucks to see if any are available. <br /> Commissioner Djevi indicated the Commission has not but folks in the communi- <br /> ty have been asked to do that because if this is going to be for the Hispanic com- <br />
