REDA Meeting <br /> Minutes—Monday,August 12,2019 <br /> Page 2 <br /> Motion carried. <br /> Etten moved, Groff seconded, adoption of REDA Resolution No. 49 entitled, <br /> "Resolution Authorizing an Interfund Loan for Advance of Certain Costs in <br /> Connection with Tax Increment Financing District No. 22: Twin Lakes II." <br /> Ayes: 5 <br /> Nays: 0 <br /> Motion carried. <br /> b. Adopt Resolution Requesting a Preliminary Levy Collectible in 2020 <br /> Community Development Director Janice Gundlach provided a brief summary <br /> of this request as detailed in the staff report and attachments dated August 12, <br /> 2019. <br /> Ms. Gundlach noted the preliminary levy proposed for 2020 is $463,400. This <br /> is a decrease of $10,260 from the 2019 levy. The levy amount represents a <br /> zero impact to the taxpayer even after factoring in the valuation increases that <br /> are currently estimated at 6.7%. <br /> Member Groff asked who staff sees using the Open to Business program and <br /> what is the need for that in Roseville. <br /> Ms. Gundlach thought some ideas she has heard floating around through the <br /> years is anything from façade improvements for aging commercial spaces, <br /> other examples are various other funding that can be leveraged through other <br /> loans a business may need. Her recommendation would be for the EDA to <br /> speak with Open to Business and their staff, which is in virtually every county <br /> except Ramsey County, to have them share their experiences with the EDA <br /> about where those funds could most be used by the business community. <br /> President Roe indicated he was involved in conversations with the Roseville <br /> School District related to their funding of their Career Navigator position. <br /> That position is not currently funded in the school district's operating levy <br /> situation and is a concern. The school district is looking for a potential source <br /> of funding for that. He wanted to share that with the EDA to think about as to <br /> whether it is something that might be considered as an economic development <br /> program the EDA might be interested in partnering with the district in some <br /> manner on. He noted he was not suggesting the EDA do that at this time but <br /> wanted to put it out there for the EDA's consideration. <br /> Member Willmus explained his only concern with that is placing an additional <br /> levy on the City of Roseville taxpayers for a position that the city would be <br /> subsidizing. Roseville schools is much broader than the City of Roseville and <br /> other municipalities are served by the school district. If the city were to look at <br />
