Sections 907.01, 907.02, 907.03, 907.05, 907.06, 907.08, 907.09, 907.10, 907.11, <br /> 261 907.12, and 907.14 are hereby amended as follows: <br /> 262 CHAPTER 907 REGISTRATION OF RESIDENTIAL RENTAL PROPERTY OF 1 TO 4 UNITS <br /> 263 AND VACANT BUILDINGS <br /> 264 <br /> 265 907.01: PURPOSE: <br /> 266 The City recognizes a need for an organized registration program of vacant buildings and residential <br /> 267 rental property with 1 to 4 units and vacant buildings within the City in order to: <br /> 268 A. Gather accurate contact information for property owners of vacant buildings and residential rental <br /> 269 properties; and <br /> 270 B. Provide educational materials to property owners and occupants of vacant buildings and <br /> 271 residential rental properties; and <br /> 272 C. Identify and quantify these properties and units in the City; and <br /> 273 D. Provide information and a method to enforce minimum standards to meet City and State safety, <br /> 274 health, fire,property maintenance and zoning codes within the City; and <br /> 275 E. Provide a more efficient system to ensure that the stock of vacant buildings and residential rental <br /> 276 property within the City is properly maintained. <br /> 277 <br /> 278 The City recognizes that the most efficient system to provide information on the rental status of certain <br /> 279 residential properties is through the creation of a program requiring the registration of residential rental <br /> 280 property with 1 to 4 units and vacant buildings within the City. <br /> 281 907.02: DEFINITIONS: <br /> 282 As used in this chapter,the following words and terms shall have the meanings ascribed to them in this <br /> 283 section: <br /> 284 A. City: The City of Roseville, or the person or entity designated by the City to administer and <br /> 285 enforce this Chapter. <br /> 286 B. Family: Shall mean one of the following:(City Code Section 1001.10) <br /> 287 1. Any group of people living together as a single housekeeping unit, all of whom are <br /> 288 related by blood, marriage, or adoption plus children who are under foster care; or <br /> 289 2. Up to four people not so related, living together as a single housekeeping unit; or <br /> 290 3. Any group of people living together as a single housekeeping unit, if no more than two <br /> 291 adult members function as the heads of the household group and the remaining members <br /> 292 are dependent upon them for care and direction due to age,physical disability, a mental <br /> 293 incompetency,or for other reasons; or <br /> 294 4. Any individual,who is the owner, living and maintaining a common household and using <br /> 295 a common cooking and kitchen facility. <br /> 296 C. Owner: A person, agent,firm, or corporation having a legal or equitable interest in the property. <br /> 297 In any corporation or partnership,the term owner includes general partners and corporate <br /> 298 officers. <br /> 299 D. Person: Includes individual, as well as,business entities,whether one or more. <br /> 300 E. Rent: Includes money or services in exchange for occupation of the unit. <br /> 301 F.
