119 The Commission discussed next steps and agreed that based upon City Council guidance at <br />120 the last joint meeting, it is recommended to move forward and send out the RFP as soon as it <br />121 is finalized. <br />122 <br />123 Commissioner Dahlstrom questioned the rationale behind the request for a 2-3 year lease <br />124 agreement. Staff stated that it is for continuity and to hopefully draw greater interest. <br />125 <br />126 Staff asked how the Commission feels about leaving out the minimum dollar amount in the <br />127 RFP. The Commission agreed to leave it open in the hopes of potentially providing for <br />128 greater vision and opportunities. <br />129 <br />130 7)ACCELERATED EMERALD ASH BORER (EAB) PROGRAM DISCUSSION <br />131 Vice-Chair Hoag and Commissioner Stoner attended the Finance Commission meeting on <br />132 August 13, 2019. Vice-Chair Hoag relayed that the Finance Commission was supportive of <br />133 the Accelerated EAB Program. However, there was some confusion on why the item was <br />134 brought to the Finance Commission as they view the Reserve Fund expenditure as a City <br />135 Council decision. <br />136 <br />137 Commissioner Stoner encouraged the City Council to provide further details on what type of <br />138 recommendation they are looking for from the Finance Commission. <br />139 <br />140 The Commission discussed next steps to move this item forward. They agreed that another <br />141 request to the City Council should be the next step. A discussion occurred about scheduling <br />142 an upcoming joint meeting with the City Council, possibly on October 7 or October 14. <br />143 Several Commissioners commented that they could attend either date. Staff will review <br />144 timing and update the Commission. <br />145 <br />146 8) PARK DEDICATION ANNUAL RATE REVIEW <br />147 Currently, Roseville Parks and Recreation has a $35-$40 million dollar Capital Improvement <br />148 Plan(CIP). The Master Planwascreated by the communityto guide the CIP. The role of the <br />149 Commission is to utilize the Master Plan, CIP and land acquisition needs to recommend Park <br />150 Dedication rates to the City Council. The comparison survey is simply another tool to use for <br />151 awareness purposes. <br />152 <br />153 Commissioner Stoner discussed the recent trends of Roseville homes to create large higher- <br />154 end homes. He discussed the option of adjusting the residential rate to Fair Market Value <br />155 (FMV) to possibly create more equity between new developments. <br />156 <br />157 The Commission discussed potential types of Park Dedication programs that Roseville could <br />158 utilize and discussed what surrounding communities are currently doing. <br />159 <br />4 <br />16 <br /> <br />
