REQUEST FOR COUNCIL ACTION <br />Date:October 7, 2019 <br />Item No.: 9.e <br />Department Approval City Manager Approval <br />Item Description: Approve Toward Zero Deaths (TZD) Agreement with City of St. Paul <br />1 B ACKGROUND <br />2 Minnesota’s Toward Zero Deaths (TZD) is the state’s cornerstone traffic safety program, employing an <br />3 interdisciplinary approach to reducing traffic crashes, injuries, and deaths on Minnesota roads. While <br />4 individual disciplines have a long history of successful traffic safety programs, TZD aims to tie these <br />5 together with a common vision and mission for even greater success. The TZD program uses data to <br />6 target areas for improvement and employ proven countermeasures. <br />7 The TZD program team works in partnership with community and corridor groups to improve the traffic <br />8 safety of a designated area. TZD provides technical assistance, materials, and guidance to local groups <br />9 that are committed to reducing crashes and the fatalities and severe injuries that result from them. <br />10 Individual campaigns known as Click it or Ticket, Safe & Sober, along with others are included in the <br />11 ongoing TZD program. The Roseville Police Department has a long history participating in these <br />12 programs to promote traffic safety. <br />13 The St. Paul Police Department submitted an application to the Minnesota Department of Public Safety <br />14 to receive funds for the 2019-2020 TZD project. As part of a larger grant to the St, Paul Police <br />15 Department, the Roseville Police Department is eligible to receive up to $10,686.00 in reimbursement for <br />16 participation in the TZD project beginning October 1, 2019 through September 30, 2020 to offset <br />17 increased personnel overtime cost for traffic enforcement. <br />18 The St. Paul Police Department and the Roseville Police Department will enter into a grant agreement with <br />19 the Minnesota Department of Public Safety, Office of Traffic Study for the TZD project during the above <br />20 stated period. <br />21 <br />22 Roseville’s Officer Jacob Swanson will be coordinating the grant activities for Roseville. Officer Swanson <br />23 has extensive experience with coordinating efforts for TZD traffic control details. <br />24 <br />25 The funds awarded to the Roseville Police Department will cover officer overtime. <br />26 <br />27 The City attorney has approved the Agreement. <br />28 P OLICY O BJECTIVE <br />29 Upon approval from the Council to accept the City’s portion of the grant funds, Officer Swanson will <br />30 coordinate scheduling and tracking methods to ensure adequate overtime patrol coverage for all waves of <br />31 the Toward Zero Deaths Campaign. <br />32 F INANCIAL I MPACTS <br />33 None.
