REQUEST FOR COUNCIL ACTION <br />Date: October 7, 2019 <br />Item No.: 7. <br />Department Approval City Manager Approval <br />Item Description: Government Alliance on Race and Equity Update <br />1 B ACKGROUND <br />2 The City became part of the 2018 Government Alliance on Race and Equity (GARE) Cohort in <br />3 January 2018. The Government Alliance on Race and Equity (GARE) is a national network of <br />4 governments working to achieve racial equity and advance opportunities for all. <br />5 <br />6 The City of Roseville identified 14 employees across all departments and levels to participate in the <br />7 yearlong cohort. The Roseville GARE team attended several hours of training and education, learned <br />8 how to utilize a ‘Racial Equity Toolkit’ and has piloted the use of that toolkit on a project regarding <br />9 snowplowing. In addition, the team developed a Racial Equity Narrative that was presented to the <br />10 City Council in May 2018, which outlines how the organization can make a commitment to racial <br />11 equity. <br />12 <br />13 In March, 2019, the GARE team presented a long-term strategic Racial Equity Action Plan to the <br />14 City Council that will build staff capacity, and outline meaningful and measurable results that will <br />15 move the organization toward racial equity. The goal of this Racial Equity Action Plan is <br />16 institutional and structural change. Minutes from that meeting are attached. (Attachment A) <br />17 <br />18 Since that meeting, staff has identified priority areas to begin working on in 2019 and 2020. These <br />19 priority areas are highlighted in the attached action plan (Attachment B). In addition, staff has added <br />20 metrics to each of the priority areas to help measure progress on the action plan. These metrics and a <br />21 progress update are included in Attachment C. <br />22 <br />23 The priority areas for 2019-2020 were identified in order to begin building a foundation and <br />24 sustainable effort within the organization to work on racial equity. To do this, we must normalize the <br />25 conversation around race, and identify it as an organizational priority. These initial steps were <br />26 identified with thought given to the impact, budget and staff capacity to do the work. <br />27 P OLICY O BJECTIVE <br />28 One of the City’s strategic priorities is Inclusive Community and Governance. As part of this, <br />29 leadership wants to give staff the tools, training and understanding of how to review city policies and <br />30 procedures to address inequities. <br />31 B UDGET I MPLICATIONS <br />32 None. <br />33 S TAFF R ECOMMENDATION <br />34 Informational <br />Page 1 of 2 <br /> <br />
