From his understanding, it <br /> is a builders' group. <br /> Ms. Gundlach indicated it is the Builders Association. <br /> Councilmember Groff explained the other point he thought was important is new <br /> construction is not typically first-time home buyer or considered affordable hous- <br /> ing, especially in first ring suburbs so to make that comparison seemed inaccurate <br /> to him. He thought long-term planning was crucial because doing this year by <br /> year would not work in a department like Ms. Gundlach's. <br /> Councilmember Laliberte thanked staff for putting this all together so she under- <br /> stands where Roseville fits into comparison reports, to the city's own staffing, and <br /> what staff has been able to do and manage over twenty years. <br /> Councilmember Etten concurred and thought it was a lot of work but helps the <br /> Council understand and if the Council hears from the residents, there is now a bet- <br /> ter understanding to respond to anyone with questions. <br /> Councilmember Groff thought adjusting the fees was a move in the right direc- <br /> tion, especially when it comes to windows as some that seemed a little out of pro- <br /> portion. Those would be things that improve the energy efficiency of homes and <br /> he really did not want to discourage existing homeowners from doing things that <br /> would increase the energy efficiency of their homes. He requested staff look at <br /> that when doing the final numbers, noting it would be important to him. <br /> Mayor Roe thought another thing that would be helpful is to find a way to present <br /> some of this information in various ways, maybe the community development <br /> web page and perhaps something to feature in an upcoming newsletter as well. <br /> Councilmember Willmus asked how the city determines the fee breaks in terms of <br /> a project that is coming forward. He knew it was based on a percentage of valua- <br /> tion but when looking at the breaks, there could be some fairly significant jumps <br /> if a project happened to come in at a dollar more. He asked for clarification on <br /> that and how the city came to some of those price point breaks. <br /> Mr. Englund explained the City of Roseville has adopted the State of Minnesota's <br /> model for building valuation that was adopted in 2009 and adjusted up in 2011 <br /> based on actual department costs. He noted that is always how it has been used <br /> and has not been changed in the building permit evaluation since 2011. <br /> Councilmember Willmus asked what other costs might come into play, particular- <br /> ly with respect to a development or redevelopment but are not necessarily reflect- <br /> ed in building permit costs. <br />
