Roll Call <br /> Mayor Roe called the meeting to order at approximately 6:11 p.m. Voting and Seating <br /> Order: Willmus, Groff, Etten, Laliberte, and Roe. Assistant City Manager Rebecca Ol- <br /> son and City Attorney Mark Gaughan were also present. <br /> 2. Pledge of Allegiance <br /> 3. Approve Agenda <br /> Willmus moved, Etten seconded, approval of the agenda as presented. <br /> Roll Call <br /> Ayes: Etten, Willmus, Laliberte, Groff and Roe. <br /> Nays: None. <br /> 4. Public Comment <br /> Mayor Roe called for public comment by members of the audience on any non-agenda <br /> items. <br /> Ms. Alison Jenson, 1200 Eldridge Avenue <br /> Ms. Jenson invited the Council and staff to an event about climate change. She thought <br /> the city has been doing a good job of addressing climate change and offered the Council <br /> the opportunity to come to a PowerPoint presentation that will be about what individuals <br /> can do to help address climate change. The date is November 20, 2019 at 7:00 p.m. at <br /> Cederholm Community Center. Ms. Jenson noted she and Ashley Baer will be making <br /> the presentation and talk about the trends being seen, both positive and negative and talk <br /> about what individuals and communities can do. <br /> Mr. Benjamin Sley, 2731 Mackubin Street <br /> Mr. Sley explained a short while ago, the Council said the Pledge of Allegiance and it <br /> ends with "Liberty and Justice For All." He explained he was at the meeting to seek jus- <br /> tice for his son, David Sley, who was hit in a crosswalk while jogging and nearly killed <br /> on September 15, 2019 by an 86-year-old woman. He noted charges have never been <br /> brought by the City Attorney against her. He wondered why that might be, why wouldn't <br /> the city charge someone who clearly hit someone in the crosswalk that is clearly visible <br /> at 9:30 a.m. with no obstructions. <br /> Mr. Sley noted he read in the paper the reason why City Attorney Gaughan did not <br /> charge her. He believed the statement is a complete misstatement and misapplication of <br /> the law. He read the statement indicating Mr. Gaughan said, "A driver is obligated to <br /> yield if a pedestrian is known to be in a crosswalk." He indicated that is not the law. He <br />
