310 Member Hammer asked if staff foreseen a lot of additional changes, in terms of <br />311 building code. <br />312 <br />313 Mr. Englund thought that gets very difficult for the State because their main <br />314 charging statement says codes cannot be put into place that will increase the cost of <br />315 construction. He thought what will happens when it becomes more of a standard <br />316 practice, the costs will go down and become standard. <br />317 <br />318 Mr. Culver noted that is where some cities are pushing incentives onto developers <br />319 to put into place more sustainable efforts that meet these other standards that are <br />320 not necessarily required. <br />321 <br />322 Vice Chair Wozniak asked how the incentives are funded, if not by TIE money or <br />323 something else available. <br />324 <br />325 Chair Cihacek thought there had to be an income stream somewhere. <br />326 <br />327 Mr. Culver explained there are grant programs out there as well for builders and <br />328 developers. Larger cities can offer up incentives as well that are outside of TIE. <br />329 <br />330 Chair Cihacek wondered if Roseville could have a more stringent code then the <br />331 State such as a Green Building Code. <br />332 <br />333 Mr. Englund indicated the city could adopt more stringent codes. There is another <br />334 level of what happens when a city requires something that does increase the cost of <br />335 development or rehabilitation or remodeling within the city. <br />336 <br />337 Chair Cihacek asked how cost of construction is measured. <br />338 <br />339 Mr. Englund assumed cost of construction is the estimated value at permit <br />340 submittal. <br />341 <br />342 Member Misra asked how often are some of the landscape options included such <br />343 as rooftop gardens, native landscapes, and is the city some of this in some of the <br />344 larger new developments going on. <br />345 <br />346 Mr. Englund indicated those items go to city Planning Department first, which are <br />347 more of the conceptual plans. When his department sees an actual construction set <br />348 of documents those go back to the City Planner to make sure that those documents <br />349 are meeting the requirements in planning. He indicated he does see a lot of the <br />350 native plantings and with the Engineering Department, a lot of the stormwater <br />351 management. <br />352 <br />353 Mr. Culver noted that almost all development is required to do stormwater <br />354 mitigation. Staff is finding that more of the corporate users and residential users <br />355 that have a higher standard for aesthetics which will use more native plantings in <br />Page 8 of 9 <br />
