Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: November 26, 2019 Item No: 6 <br />Item Description: Public Works 2020 Work Plan <br />Background: <br />Each year Public Works staff monitors and evaluates the condition of City infrastructure for <br />development of ongoing maintenance and replacement needs plans. We use this information to <br />develop capital improvement plans and in the development of the annual budget request in these <br />areas. We also work closely with Ramsey County, the Minnesota Department of Transportation <br />(MnDOT), the Metropolitan Council and various watershed districts on improvements to City <br />infrastructure as a part of their road improvement projects within Roseville. The following are <br />the improvements that we are recommending for the 2020 construction season within the city. <br />Improvements for other agencies are also shown on the overall project map (Attachment A). The <br />proposed work plan is consistent with the 20-year capital improvement plan and pavement <br />management program policies. <br />Pavement Management Program Proiects: Each year the Public Works Department evaluates <br />infrastructure needs based on the City's Pavement Management Program and assessment of <br />utility infrastructure. Streets in marginal condition are recommended for major maintenance by <br />mill and overlay. Streets in poor condition and that do not meet the City standard for street <br />construction are recommended for reconstruction. 5.29 miles of streets shown attachment B will <br />be included in this year's PMP. Most of the roads neat year will be mill and overlayed. Some of <br />the roads located south of McCarron Lake will be reclaimed and inlayed due to the amount of <br />utility work associated with the roadwork Spot curb replacements are also done at this time but <br />only where there are significant structural issues with the in -place curb or significant settling. <br />ADA upgrades will be made to all pedestrian ramps located within the project area. <br />These pavement -resurfacing projects are proposed to be financed through our street <br />infrastructure funds and Municipal State Aid (MSA) funds. After receiving bids for these <br />projects, we will request that the City Council award the bid to the lowest responsible bidder. <br />Reconstruction: No roads are proposed to be reconstructed in 2020. <br />Seal Coat: As has been the policy since 2015, the City will not be doing a seal coat program <br />due to pavement delamination issues. The budget for seal coating will be used to mill and <br />overlay additional roads as part of the PMP project. <br />Pathways: 0.61 miles of new pathway segments will be constructed neat year to connect <br />missing gaps in the pathway network or to enhance pathways in parks. Additionally a few <br />pathways will be replaced with new pavement. <br />The pathway on Walnut Street connecting the Diagonal Trail to County Road C and the County <br />Road C trail will be constructed neat year. These two pathways were supposed to be done in <br />2019 but could not get completed in 2019. <br />
