evaluation:Responsiveness, Milestone Schedule, Interview, Cost, Risk Plan, Project Capability, <br />Value Added Plan, and Past Performance Information. <br /> <br />As part of Best Value evaluation, all name information would be redacted from the proposals to <br />ensure the team of evaluators base their evaluations on themerits of the proposals, not on the <br />companies that they may know. <br />The Commission discussed general timeframes and funding options for the program. <br />Vice-Chair Hoag suggested adding the “Parks and Recreation Commission serves as the Tree <br />Board” and “Roseville is a Tree City USA”to the proposal. <br />Staff noted that members of a potential evaluating committee have not been identified. However, it <br />will have good representation from city staff. <br /> <br />6) STAFF REPORT <br />a. LEGISLATIVE PRIORITIES <br />The House Capital Investment Committee introduction and tour of the Guidant John Rose MN <br />OVAL was well received and the comments from the group were positive. Commissioner <br />O’Brien attended andnoted that she felt the tour was very well organized and that the Committee <br />was very engaged. <br /> <br />The City Council revisited their legislative priorities at their December 2, 2019 meeting and <br />again has placed the MN OVAL funding and pursing a liquor license for the Cedarholm <br />Community Building as a high priority. <br /> <br />b. REQUEST FOR PROPOSAL FOR CEDARHOLM COMMUNITY BUILDING AND <br />GOLF COURSE GRILL/KITCHEN SERVICE <br />Three proposals were received in response to the Cedarholm Community Building and Golf <br />Course Grill/Kitchen Service Request for Proposal (RFP). The next step will be to review the <br />proposals by a sub-committee next Wednesday at City Hall. Baggenstoss, Brown, Hoag and <br />Stoner are part of the sub-committee and will be reporting back to the Commission on progress. <br />Clarification interviews may take place after the sub-committee reviews initial proposals. <br />Criteria that will be used to score the proposals include scope of operation, operator resumes, <br />menu (pricing and offering), and compensation terms. <br /> <br />Commissioner Arneson asked if the city would still pursue a liquor license if they choose to go <br />rd <br />with a 3party vendor.
