GOAL 7: Achieve a 50% reduction in waste by 2030, as compared to the business -as -usual forecast <br />IMPACT: Reducing emissions from municipal solid waste 50% by 2030 is estimated to result in a 1.1% <br />reduction in community -wide emissions. <br />Emissions from solid waste accounts for 1.7% of total community emissions and are generated from landfills and <br />incinerators (Note: this does not include lifecycle emissions). While this is relatively small, it is nevertheless <br />important to address to achieve 2040 goals. The city has a history of working to reduce waste through its long- <br />standing curbside organics and recycling programs and the more recent Zero Waste Packaging Ordinance. The <br />Zero Waste Packaging Ordinance went into effect on January 1st, 2017 and requires that all licensed food <br />establishments use packaging that is reusable, recyclable, or compostable when serving food and beverages that <br />are intended for immediate consumption. <br />GOAL 7 INITIATIVES AND ACTIONS <br />7.1. Adopt a waste reduction plan to achieve a 50% reduction in garbage by 2050 from BALI <br />7.1.1. Conduct a review of existing waste sort data to determine where more outreach and <br />information is needed to reduce waste <br />7.1.2. Work to increase participation in curbside organics recycling to achieve 50% participation by <br />2030 <br />7.1.3. Implement expanded recycling requirements at multi -family and commercial buildings <br />7.1.4. Close the loop on organics recycling; require that compost be used as a soil amendment for <br />public and private construction projects that disturb the soil cover by a set amount <br />7.2. Continue to improve and enforce the city's Zero Waste Packaging ordinance <br />7.2.1. Continue to work with businesses to ensure compliant packaging, as well as proper collection <br />for recyclable and compostable items <br />7.2.2. Research lifecycle impacts of acceptable packaging materials; encourage the use of lower <br />carbon intense products <br />7.2.3. Continue to require that city -hosted events comply with the Zero Wastes Packaging Ordinance <br />and relevant environmental purchasing policies; expand to require that outside users of certain <br />city facilities also use compostable, reusable, or recyclable food service items <br />7.3. Communication and Marketing <br />7.3.1. Include resources on city's website and through social media to inform residents of recycling <br />and organics programs <br />7.3.2. Include resources on city's website and through social media to inform residents about waste <br />reduction opportunities, such as how to opt -out of phone book and junk mail deliveries <br />7.3.3. Expand outreach and education on recycling and organics programs and waste reduction <br />opportunities (e.g. community chat forums for recycling, reusable shipping materials, waste <br />reduction, and reuse mobile apps) <br />
