Attachment A <br />b.Give a complete description of the proposed project and related new construction, <br />including infrastructure needs. If the project is an expansion, include a description of the <br />existing facility. Emphasize 1) construction andoperation methods and features that will <br />cause physical manipulation of the environment or will produce wastes; 2) modifications <br />to existing equipment or industrial processes; 3) significant demolition, removal, or <br />remodeling of existing structures; and 4) timing and durationof construction activities. <br />A mixed-use redevelopment is proposed on a 21.43-acrelotnorth of County Road C and <br />adjacent to Herschel Street in Roseville, Minnesota(seeFigure 1for project location). The <br />site is zoned CMU-4 (community mixed-use), which is a high-density mixed-use <br />designation that is compatible withthe proposed residential and commercial <br />development. The project is anticipated to include threeresidential complexes (one <br />senior andtwomultifamily residential buildings)and sevencommercial buildings. The <br />senior livingcomplex includes a five-story, 277-unit buildingwith rooms ranging from one <br />to three bedrooms.In addition,294 parking stallswill be provided.Of the required <br />parking spaces, 139stalls will be surface parking and 155will be garage parking. The <br />multi-family residential complex includes two four-storybuildings with a total of 228units, <br />with rooms ranging from one to three bedrooms, a clubhouse,screen house,and an <br />outdoor pool. Inaddition, 397parking stalls will be provided. Of the required parking <br />spaces, 185will be surface parking and 212will be garage parking.The seven <br />commercial buildings include a total of 55,000square feet(SF)and 325surface parking <br />stalls.The project will also include green space,stormwater management facilities and <br />associated infrastructure. <br />Vehicular access to the development will be from County Road C onto Herschel Street. <br />A signal is proposed at the Herschel Street/County Road C intersection.
