Attachment A <br />The unknown nature of potential fill soils at the site due to its higher elevation than <br />the surrounding properties <br />Potential soil vapor impacts associated with the adjacent UST and Leaking <br />Underground Storage Tank (LUST) facility (H & W Motor Express) <br />Based on the results of the Phase II ESA, nosoil contamination wasdetected near the <br />current diesel USTs and pump island. Elevated soil vapor concentrations are generally <br />located on the southern part of the site; however, the source of the soil vapors—namely <br />tetrachloroethene (TCE)—are unknown. Petroleum impacts were detected in shallow fill <br />on the site with the highest concentration encountered on the southern part of the site <br />and may be related to the activities associated with the building’s service bay. <br />A Response Action Plan/Construction Contingency Plan (RAP/CCP) will be prepared and <br />approved by the MPCA that outlines procedures and requirements for soil remediation, <br />vapor intrusion mitigation (if warranted), and environmental monitoring during <br />redevelopment of the site. <br />Hazardous waste including contaminated soils due to past site usage will be removed by <br />a certified contractor per the construction contingency plan. Any contaminated soils will <br />be removed from the site and deposited in a state-permitted landfill. <br />b.Project Related Generation/Storage of Solid Wastes –Describe solid wastes <br />generated/stored during construction and/or operation of the project. Indicatemethod <br />of disposal. Discuss potential environmental effects from solid waste handling, storage, <br />and disposal. Identify measures to avoid, minimize, or mitigate adverse effects from the <br />generation/storage of solid waste including source reduction and recycling. <br />Demolition debris and earth materials would be generated during demolition of the <br />existing lot and buildings. Demolition debris is inert materials such as concrete, brick, <br />bituminous, glass, plastic, untreated wood, and rock. The solid wastes generated during <br />demolition would be recycled or disposed of at a state-permitted landfill. <br />Construction of the proposed development will generate constructed-related waste <br />materials such as wood, packaging, excess materials, and other wastes, which would <br />either be recycled or disposed of in the proper facilities in accordance with state <br />regulations and guidelines. <br />Hazardous waste products are not anticipated to be produced or stored within the <br />proposed development. <br />c.Project Related Use/Storage of Hazardous Materials – Describe chemicals/hazardous <br />materials used/stored during construction and/or operation of the project including <br />method of storage. Indicate the number, location, and size of any above or below <br />ground tanks to store petroleum or other materials. Discuss potential environmental <br />effects from accidental spills or releases of hazardous materials. Identify measures to <br />avoid, minimize, or mitigate adverse effects from the use/storage of <br />chemicals/hazardous materials including source reduction and recycling.Include <br />development of a spill prevention plan. <br />Twin Lakes Station13 March 2020 <br /> <br />
