Attachment A <br />at LOS E during the AM peak hour and LOS F during the PM peak hour for Opening Year and <br />Horizon Year conditions (without and with project traffic). <br />The proposed site plan includestwo access connections along County Road C; one full <br />access connection at the existing intersection of County Road C andHerschel Street and <br />one right-in connection approximately 440 feet to the west. Dedicated westbound right-turn <br />lanes are proposed at both access connections. A traffic signal is proposed at the full access <br />connection and meets the Minnesota Manual on Uniform Traffic Control Devices <br />(MnMUTCD) warrants. <br />c.Identify measures that will be taken to minimize or mitigate project related transportation <br />effects. <br />Based on the traffic analysis (see Attachment C), dedicated westbound right-turn lanes are <br />proposed at both access connectionsand atraffic signal is proposed at the full access <br />connection and meetsMnMUTCD warrants.The peak hour volumes meet the minimum <br />threshold for a traffic signal based on the Minnesota Manual on Uniform Traffic Control <br />Devices (MnMUTCD).In coordination with the future signal design, a Signal Justification <br />Report (SJR) willneed tobe submitted with the design that looks at all applicable MnMUTCD <br />warrants. <br />Existing and future pedestrian and bicycle connections within and around the project site <br />are shown in Attachment D. <br />19.Cumulative Potential Effects <br />Note: Preparers can leave this item blank if cumulative potential effects are addressedunder <br />the applicable EAW Items. <br />a.Describe the geographic scales and timeframes of the project related environmental <br />effects that could combine with other environmental effects resulting in cumulative <br />potential effects. <br />Cumulative effects result from the incremental impact of the proposed project when <br />added to other past, present, and reasonably foreseeable future actions, regardless of <br />what agency or person undertakes such other actions. The geographic area considered <br />for cumulative potential effects is the area proximate to the construction limits. <br />The following project hasbeen identified as reasonably foreseeable and have the <br />potential to interact with the proposed project as to cause varying degrees of <br />reasonably foreseeable cumulative impacts. Each of the identified projects is within the <br />Twin Lakes Area and, therefore, is geographically proximate to the project site. <br />Past projects are incorporated via existing conditions identified within and adjacent to <br />the project site. <br />b.Describe any reasonably foreseeable future projects (for which a basis of expectation <br />has been laid) that may interact with environmental effects of the proposed project <br />within the geographic scales and timeframes identified above. <br />A nearbymixed-use development is proposed to the northwest of the project sitealong <br />Fairview Avenue in Roseville.It consists of a 120,000 square foot residential building and a <br />Twin Lakes Station21 March 2020 <br /> <br />
