REQUEST FOR COUNCIL ACTION <br />Date: April 20, 2020 <br />Item No.: 7.b <br />Department Approval City Manager Approval <br />Item Description: Xcel Energy Presentation on Northeast Metro Natural Gas Project <br />1 B ACKGROUND <br />2 As part of their long term Capital Improvement Plan for the upgrade of their natural gas distribution <br />3 system, Xcel Energy has been working on a two phase large scale replacement of a major gas main <br />4 running east/west along mostly County Road B starting in Oakdale and extending west into <br />5 Roseville. This 8 mile project started last year in Oakdale at Century Avenue and will pick up again <br />6 this year just west of White Bear Avenue in Maplewood. <br />7 Phase two of this project will end in Roseville just west of Rice Street. There will be disruption at <br />8 the intersection of County Road B and Rice Street toward the end of the construction season when <br />9 Xcel open cuts the new line across Rice Street and ties into the existing gas main at that location. <br />10 Jake Sedlacek, Community Relations Manager for Xcel Energy, will be on-line to present an update <br />11 on Phase 2 and how Xcel Energy is delivering this project safely and how they are collaborating with <br />12 stakeholders. <br />13 Mr. Sedlacek will also touch on the next phase of this project which will be wholly in the City of <br />14 Roseville and pick up where phase two left off. Preliminary information from Xcel Energy on this <br />15 phase indicate the project limits would be from Rice Street to Hamline Avenue along County Road B <br />16 and then north on Hamline Avenue to County Road C. The City will be working with Xcel and <br />17 Ramsey County to make sure that plans by Ramsey County to reconstruct County Road B west of <br />18 Lexington align with Xcel Energy’s plan. <br />19 F INANCIAL I MPACTS <br />20 For the current phase of the Northeast Metro Natural Gas Project, there is no cost participation for the <br />21 City of Roseville.
