<br />REQUEST FOR COUNCIL ACTION <br />Date:April 13, 2020 <br /> Item No.: 9.b <br />Department ApprovalCity Manager Approval <br />Item Description: Adopt an Ordinance Approving Text Amendments to the Roseville <br />City Code, Chapter 906 Building Maintenance and Preservation Code <br />1 B ACKGROUND <br />2The current version of Chapter 906, Building Maintenance and Preservation Code, refers to and <br />3amended the 2003 International Property Maintenance Code (IPMC), and was adopted by the <br />4 Roseville City Council on January 30, 2006. At that time, the International Code Council (ICC) <br />5 only allowed the City to use the amended version of the copyrighted code as a separate, read- <br />6 only document on the City website (Attachment B). Recently, staff has had numerous <br />7 discussions with ICC staff and learned that if the City of Roseville adopts an amended version of <br />8 the 2018 IPMC, ICC will now allow the amended 2018 version to be available, on the City <br />9 website as an item in the body of Title 9 Chapter 906, rather than the separate read-only <br />10 document currently used. Making the amended version of the 2018 IPMC available on the City’s <br />11 website will provide greater access and convenience to anyone looking for specific code sections <br />12 referenced in Chapter 906. ICC staff has reviewed the proposed amendments in Chapter 906, <br />13 which references and amends the 2018 IPMC, and has no suggestions for changes. The City <br />14 Attorney also reviewed the proposed amendments and offered minor changes that have been <br />15 incorporated in the ordinance proposed for adoption. <br />16 <br />17 The 2020 Minnesota State Codes (Building, Accessibility, Energy, Fire, Mechanical and Fuel <br />18 Gas Codes) will go into effect March 31, 2020. These State Codes are based on the 2018 <br />19 International Code Council (ICC) Codes with Minnesota’s adopted Amendments. However, the <br />20 State of Minnesota does not adopt the IPMC as a model code. As such, staff proposes adoption <br />21 of the 2018 IPMC at this time, replacing the current 2003 version, so as to align adoption of the <br />22 IPMC with other model years of the State of Minnesota codes. Staff has reviewed and compared <br />23 the 2018 IPMC to the current version (year 2003) in Chapter 906. Staff is proposing amending <br />24 Chapter 906 to update current Code to align with the 2018 IPMC, while maintaining City- <br />25 specific amendments directed by Council in 2006. A narrative of significant changes is included <br />26 with this RCA as Attachment A. <br />27 <br />28 The majority of the proposed changes to Chapter 906 are not substantive in nature, rather, consist <br />29 mostly of minor word usage, formatting, greater specificity and process changes. It is the opinion <br />30 of staff that none of the additional language proposed would alter any current process or add any <br />31 additional responsibility to property owners and residents. Staff sent the proposed changes <br />thst <br />32electronically to the Council via email on March 12 and April 1 for review prior to this hearing <br />33and has incorporated suggested revisions. Although it may appear there are numerous changes <br />34(red strikethrough and underlining) the majority of changes are minor additions that caused <br />35 additional numbering or changes to sections, which result in full sections appearing to be edited. <br />36 <br /> <br />
