Every occupant of a structure shall dispose of all rubbish in a 999 clean and sanitary manner by placing such rubbish in approvedcontainers. 1000 a. Rubbish storage facilities. The owner of every occupied premises shall supply 1001 approved covered containers for rubbish, and the owner of the premises shall be 1002 responsible for the removal ofrubbish. 1003 b. Refrigerators. Refrigerators and similar equipment not in operation shall 1004 not be discarded, abandoned or stored on premises without first removing 1005 thedoors. 1006 3. Disposal of garbage. Every occupant of a structure shall dispose of garbage in a clean 1007 and sanitary manner by placing such garbage in an approved garbage disposal facility or 1008 approved garbage containers. 1009 a. Garbage facilities.The owner of every dwelling shall supply one of the 1010 following: an approved mechanical food waste grinder in each dwelling 1011 unit; an approved incinerator unit in the structure available to the occupants 1012 in each dwelling unit; oran approved leakproof, covered, outside garbage 1013 container. 1014 b.Containers. The operator of every establishment producing garbage shall provide, 1015 and at all times cause to be utilized, approved leakproof containers provided with 1016 close-fitting covers for the storage of such materials until removed from the 1017 premises fordisposal. 1018 J. Extermination Pest Elimination 1019 1. Infestation. All structures shall be kept free from insect and rodent infestation. All 1020 structures in which insects or rodents are found shall be promptly exterminated 1021 eliminated by approved processes that will not be injurious to human health. After 1022 exterminationpest elimination, proper precautions shall be taken to prevent re- 1023 infestation. 1024 a.Owner. The owner of any structure shall be responsible for extermination 1025 pest elimination within the structure prior to renting or leasing the structure. 1026 b.Single occupant. The occupant of a one-family dwelling or of a single-tenant nonresidential 1027 structure shall be responsible for pest elimination on the premises. 1028 c. Multiple occupancy. The owner of a structure containing two or more dwelling 1029 units, a multiple occupancy, a rooming house or a nonresidential structure shall 1030 be responsible for exterminationpest elimination in the public or shared areas of 1031 the structure and exterior property. If infestation is caused by failure of an 1032 occupant to prevent such infestation in the area occupied, the occupant shall be 1033 responsible for extermination pest elimination. 1034 d.Occupant.The occupant of any structure shall be responsible for the continued 1035 rodent and pest-free condition of the structure. 1036 Exception:Where the infestations are caused by defects in the structure, 1037 the owner shall be responsible for pest elimination. 1038 906.06: LIGHT, VENTILATION AND OCCUPANCY LIMITATIONS: 1039 A. General 1040 1. Scope. The provisions of this chapter shall govern the minimum conditions and 1041 standards for light, ventilation and space for occupying a structure. 23
