Administration Department <br />Memo <br />To: Roseville City Council <br />cc: Roseville Department Heads <br />From: Patrick Trudgeon, City Manager <br />Date: August 12, 2019 <br />Re: City Manager 2020 Proposed Budget <br />I am pleased to present to you my proposed 2020 City of Roseville budget. I have approached <br />the creation of the 2020 budget with the intention of meeting our organizational needs while <br />keeping the impact on the taxpayer in mind. <br /> <br />Roseville is a complex city. Though our population signs say that we have 33,600 <br />residents, we serve a much larger population than that. Being a first-ring suburb adjacent to St. <br />Paul and Minneapolis that serves as a regional shopping destination, there are many people <br />who are in Roseville on a daily basis. <br />To illustrate: <br /> We have 35,000 persons visit Roseville daily due to their employment with Roseville <br />businesses <br /> We are a regional retail destination, with 14 million coming to Rosedale annually and <br />tens of thousands people visiting our restaurants, hotels, parks, and other shops in the <br />city each month. <br /> Up to 80,000 people travel through Roseville daily on Hwy 36, I 35W, and our <br />numerous County Roads <br /> <br />While all of these people are in Roseville for various reasons, once they are in Roseville, they <br />use Roseville’s roads, parks, and city services. We need to respond to medical and law <br />enforcement issues regardless of whether they are Roseville residents or not. <br /> <br />All of the activity requires the city to allocate additional resources above what is needed for a <br />community of Roseville’s size. Roseville is fortunate to have a large and diverse tax base that <br />includes single-family, multi-family, retail, office, and industrial properties. However, I am <br />mindful that as a public sector manager, there is a need to be fiscally responsible and carefully <br />consider spending requests as the majority of individualsthat pay for city services, programs, <br />and infrastructure are Roseville taxpayers.
