It was originally thought that the investigator position would assist the overall Investigations <br />Division to improve its case clearance rate and contact with victims of crime. Since the original <br />budget request was submitted, I, along with Chief Mathwig have been in discussion with the <br />Ramsey County Attorney to explore the possibility of Ramsey County funding one Roseville <br />police investigator focusing on criminal sex crimes. This funding would be for one year. If the <br />funding is secured, the position will be funded by Ramsey County funds in 2020 and would <br />then need to be funded by the city in future years. This additional investigator will strengthen <br />the city’s efforts in criminal sex cases and help the overall load of cases for the Investigations <br />Division. <br />In 2020, the costs for the three officers will be $290,640. <br />Finally, the Police Department has requested continued funding for the Commitment to <br />Diversity staffing program which the City Council approved earlier in 2019. The Commitment <br />to Diversity program allows the Police Department to add up to two additional police officer <br />positions above the normal complement (currently at 48 officers) when there is an existing <br />Roseville CSO, police cadet, or police reserve whois a minority in law enforcement and <br />licensed to become a police officer when the Roseville Police Department does not have any <br />opening. <br /> <br />Staff originally anticipated that the Commitment to Diversity program would need to be used in <br />2019 to retain one of Roseville’s CSOs. However, due to unplanned vacancies, it does not <br />appear that the department will need to utilize the program at this time. <br /> <br />The Police Department has asked for funding for two Commitment to Diversity police officers <br />in the 2020 budget at an overall costs of $193,760. <br /> <br />The Police Department’s budget request includes funding for Roseville’s share of cost for the <br />partnership with NYFS to provide mental health outreach activities in conjunction with the <br />Roseville Police Department. The budget also includes funding for additional overtime for <br />human trafficking details that was previously funded by the Roseville Police Foundation. <br /> <br />The Police Department’s overall request related for new spending related to staffing in the <br />2020 budget is as follows: <br /> <br />New Police Officers (3) $290,640 <br />Funding for Commitment to Diversity Police Officers (2) $193,760 <br /> Total $484,400 <br /> <br />City Manager Recommendation – Police Department Staffing <br />2020 Levy Impact: Increase of $290,640 <br />I have included the two police officers in the 2020 City Budget and am proposing to fund those <br />positions through the property tax levy.
