Attachment C EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL OF THE CITY OF ROSEVILLE Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of th Roseville, County of Ramsey, Minnesota, was held on the 13 day of April, 2020 The following members were present: Willmus, Etten, Groff, Laliberte and Roe and the following members absent: none. Council Member ____________ introduced the following resolution and moved its adoption: RESOLUTION NO. _______ A RESOLUTION CREATING A SPECIAL EVENTS POLICY WHEREAS, the City Council has directed Staff to create a Special Events Policy; and WHEREAS, the City Council has reviewed the Special Events Policy in October 2018 and June, 2019, and WHEREAS, City Council supports the following general guidelines to the Special Events Policy: Defines special events generally and divides special events into two categories; City Special Event, and Non-City Special Event Defines exemptions to this policy Limits the number of annual events Protects against disturbances, injures, health, peace, safety, and welfare for adjoining property owners Restricts amplified music or speech to 80 decibels and a 4-hour period between the hours of 12 Noon and 10:00 p.m. Allows the City to require a traffic/parking plan and security plan for the event Requires the applicant to provide a 10-day notice to property owners within a 500-foot radius of the property where the special event is to take place. NOW THEREFORE BE IT RESOLVED, by the Roseville City Council, to approve the attached Special Events Policy (Exhibit A). The motion for the adoption of the foregoing resolution was duly seconded by Council Member ________ and upon vote being taken thereon, the following voted in favor: Willmus, Etten, Groff, Laliberte and Roe and none voted against; WHEREUPON said resolution was declared duly passed and adopted.
