Roseville Public Works, Environment and Transportation Commission Agenda Item Date: July 28, 2020 Item No: 5 Item Description: Transportation Project Updates Background: There are several transportation projects and/or studies underway in the City of Roseville. Staff has selected a couple of projects that are either being implemented this year or are being studied for recommended improvements or even working towards a final design. The first project is one that is being constructed in a permanent stage this year; the conversion of Larpenteur Ave from 4 lanes to 3 lanes. This project starts in Roseville at Dale St and extends east towards 35E. We will focus on the segment in Roseville which was converted to three lanes last year as a trial. Larpenteur Ave is a Ramsey County roadway (County State Aid Highway 30) and the County responded to two fatalities in January of 2019 with a quick series of public meetings and a desire to convert Larpenteur from a four lane undivided roadway (no center median or left turn lanes) to a three lane segment which would have one lane in each direction plus a center left turn lane. They also discussed installing several median pedestrian refuges with marked crosswalks to provide better pedestrian access across the roadway. Ramsey County was able to install temporary medians and restripe the roadway in order to test the new roadway configuration. This year, they will be installing more permanent medians and restriping the roadway after a pavement treatment in order to provide a cleaner, more permanent look to the roadway section. The second project we will review is a project to reconfigure the intersection of County Road B2 and Lexington Ave. Both of these roadways are County facilities and the County applied for federal funds to add left turn lanes to County Road B2 at this intersection. They were successful in that application and a project is scheduled for 2022. We will review some material from a recent public meeting on this project and discuss a survey that's currently open to the public. The County has a project website with an interactive survey. Ramsevcountv.us/B2andLex Finally, we will review some material from recent and on -going traffic studies around Rosedale Mall. Prior to the pandemic, Rosedale had announced some aggressive plans for redevelopment of areas of the mall including the addition of several hundred apartment units. We assume those plans are still on the table, but the timing may be impacted by the current economic environment. We will review some traffic studies that document the traffic impacts of the area and we will discuss an ongoing study by Ramsey County to look at the County Road B2 and Fairview
