JLL is proposing an expansion to the existing Rosedale Center in Roseville, MN. Rosedale <br />Center is located between Fairview Avenue and Snelling Avenue (Trunk Highway (TH) 51) <br />north of TH 36 and south of County Road B2 W. Rosedale Center opened in 1969 and is <br />currently an approximately 1,290,000 square foot shopping center. It is currently served <br />by four signalized access points (one on Fairview Avenue and three on County Road B2 <br />W) and a one-way internal ring road. <br />The proposed expansion includes 350 market rate residential units, 215 active adult <br />housing units, two hotels totaling 340 rooms, 90,000 square feet of office, and a net <br />increase of 200,000 square feet of retail space. To accommodate the proposed <br />development, the vacant Herberger's building would be demolished and the surface <br />parking on the southeast quadrant would be converted to residential buildings and <br />structed parking. The proposal includes conversion of the existing one-way internal ring <br />road to a two-way internal ring road. No new access points are proposed. The illustrative <br />site plan is included as Attachment A. Construction is anticipated to begin in spring of <br />2020 and end in early 2023. <br />c.
