9. Land Use <br />a. Describe: <br />Existing land use of the site as well as areas adjacent to and near the site, <br />including parks, trails, and prime or unique farmlands. <br />The project site is an existing retail/commercial development (Rosedale Center). <br />Land use adjacent to the project site includes retail and commercial west of <br />Fairview Avenue and north of County Road B2 W, single-family residential and <br />office east of TH 51, and multi -family residential, office, and retail and commercial <br />south of TH 36. A city trail is located north of the project site along County Road <br />B2 W. There are no parks or prime or unique farmlands within or adjacent to the <br />project site. <br />ii. Planned land use as identified in comprehensive plans (if available) and any <br />other applicable plan for land use, water, or resource management by a local, <br />regional, state, or federal agency. <br />The City of Roseville's draft 2040 Comprehensive Plan identifies planned land use <br />for the project site as Core Mixed -Use, as well as the City of Roseville's adopted <br />2030 Comprehensive Plan' identifying planned land use for the project site as <br />Commercial - Regional Business, which are both defined as including large - <br />footprint commercial development, shopping centers, large-scale institutions, <br />office buildings, high -density residential uses, and other uses that generate more <br />traffic, noise, and intensity than other mixed -use districts. Transportation <br />considerations noted for Core Mixed -Use include access to multi -modal facilities <br />and connections, preserved pedestrian and bicycle access in high vehicular <br />traffic areas, and access to commercial areas from residential uses and transit <br />hubs. <br />iii. Zoning, including special districts or overlays such as shoreland, floodplain, wild <br />and scenic rivers, critical area, agricultural preserves, etc. <br />The project site is zoned as Regional Business, which is designed for businesses <br />that provide goods and services to a regional market area, including regional - <br />scale malls, shopping centers, large -format stores, multi -story office buildings, and <br />automobile dealerships. The project site is not in overlay or special zoning districts. <br />b. Discuss the project's compatibility with nearby land uses, zoning, and plans listed in Item <br />9a above, concentrating on implications for environmental effects. <br />The project is compatible with existing and planned land use and zoning for the project <br />site and adjacent areas as outlined in 9.a.i above. <br />c.
