Kimley>Morn <br />Jones Lang LaSalle (JLL) is proposing an expansion to the existing Rosedale Center in Roseville, <br />Minnesota (see Exhibit 1) as part of their South Campus Master Plan. The site is located between Fairview <br />Avenue and Snelling Avenue (TH 51), north of TH 36 and south of County Road B2 W. <br />The existing Rosedale Center has approximately 1,150,000 square feet of leased retail space. The <br />Herberger's space is an additional 150,000 square feet, however, the store was closed at the time the data <br />was collected. <br />Based on the current master plan, there is anticipated to be 250 market rate residential units, 175 active <br />adult housing units, two 150-room hotels, 100,000 square feet of office, and a net increase of 220,000 <br />square feet of retail space (includes 40,000 square feet of entertainment land use). Additionally, there is <br />approximately 15,000 square feet of development planned on outparcels west of the Macy's building. <br />This traffic impact analysis (TIA) represents a review of the traffic impacts of the project, based on land use <br />and site plan information, and is intended to identify the key traffic issues associated with the project. This <br />TIA documents the existing traffic conditions near the site, estimates the anticipated traffic to be generated <br />by the expansion, distributes and assigns these trips to the adjacent roadway system, and evaluates the <br />traffic operations of key intersections near the site and those providing access to and from the site. To have <br />a basis of comparison, a "no -build" analysis was completed for each future scenario that includes the <br />general background growth on the adjacent roadways. <br />Based on the analysis, the TIA evaluates roadway and/or traffic control mitigation measures to <br />accommodate future traffic levels in the system and whether these mitigation measures are triggered by <br />background growth or the proposed project. <br />Rosedale Center I Traffic Impact Analysis <br />January 2020 Update <br />
