Kimley>Morn <br />The existing Rosedale Center has approximately 1,150,000 square feet of leased retail space. The <br />Herberger's space is an additional 150,000 square feet, however, the store was closed at the time the data <br />was collected. <br />The proposed South Campus Master Plan will include a mix of residential, hotel, office, and retail. The <br />vacant Herberger's building will be demolished and the surface parking on the southeast quadrant will be <br />converted to residential buildings and structed parking. Based on the current master plan, there is <br />anticipated to be 250 market rate residential units, 175 active adult housing units, two 150-room hotels, <br />100,000 square feet of general office, and a net increase of 205,000 square feet of retail space (includes <br />40,000 square feet of entertainment land use). There is also an additional 15,000 square feet of retail <br />space planned on outparcels west of the Macy's building. <br />SITE ACCESS <br />The Rosedale Center is currently served by four signalized access points, one on Fairview Avenue and <br />three on County Road B2 W. With the proposed master plan, there are no new site access points being <br />proposed. <br />However, the master plan includes the conversion of the existing one-way internal ring -road to a two-way <br />internal ring road. The trip assignment is based on the assumption that the ring road is converted to two- <br />way. <br />TRIP GENERATION <br />Trip generation for the additional retail space was based on the turning movement counts performed in <br />January and February 2019. Based on the counts, there was approximately 2,205 trips generated during <br />the weekday PM peak hour and 3,480 trips generated during the Saturday peak hour. Based on the existing <br />1,150,000 square feet of leased space, the weekday PM peak hour trip rate equated to 1.76 trips per 1,000 <br />square feet and the Saturday peak hour trip rate equated to 3.03 trips per 1,000 square feet. These trips <br />rates were used to determine the amount of traffic generated by the proposed retail space. <br />The Institute of Transportation Engineers' (ITE) Trip Generation, Tenth Edition, was used to calculate the <br />anticipated net new external project trips for the remaining land uses assumed for the proposed <br />development (residential, hotel, and office uses). <br />Internal capture was calculated consistent with the ITE Trip Generation Manual, and worksheets are <br />provided in Appendix B. <br />Table 1 provides the trip generation calculation for the proposed and existing square footage. Based or <br />the calculation, the proposed expansion is anticipated to generate 575 new trips during the weekday PM <br />peak hour (280 entering and 295 exiting) and 845 trips during the Saturday peak hour (470 entering and <br />375 exiting). <br />Rosedale Center I Traffic Impact Analysis <br />January 2020 Update <br />
