<br />VILlAGE COUNCIL OF ROSß'VILLE <br />lÆeeting, Tuesday February 5 1952 2 oBClock P.M. <br /> <br />192 <br /> <br />The Village Council met on the above date with the following members present, <br />Carlson, Willmus, Connor, and Harnmersten. Ira Karon Village Attorney was also present <br />for most of the meeting. Mr. Whitey Delpsch, reporter for the Rose Tribune was also <br />present. <br />The Clerk read the minutes of the last regular meeting of Jan. 15 and special <br />meeting of Jan. 28th and on motion by Carlson, seconded by Willmus they were approved <br />as read. Roll Cal1* Ayes-(4) Nayes -(0). <br />Mayor Connor reported .that Mrs O'Neil had called him telling that they had a plan <br />for fixing up their place and it 'Would be submitted to Frmk Leinen,the building <br />inspector for his approval. They have no se~er or water on the property and their neigh- <br />bor is unable to get a loan to complete his home being it is located next to a sub- <br />standard home. <br /> <br />Frank Heyer of 1375 Schryer Ave was present inquiring about what he had to do to <br />get a Dairy Queen stand or a Dairy Whip started on a lot he plans on bu~ri.ng on Snelling <br />Ave. and County Road C2. He was told to make proper application to the Council and the <br />Clerk was asked to send him a copy of the Health ordinance and an application for a <br />license for handl.ing foodstuffs,l'Ihich when filled out anè. presented,it would be acted <br />upon. <br /> <br />, <br />'I <br /> <br />Discussion was held on our Building code which is ab011t to be print.ed in booklet <br />form,anè it was suggested that we have an experienced party cheok on the code for any <br />changes if needed, before having them printed. Mayor Corinör and Harnmersten were to <br />contact Alfred Schroeder St.Paul Architect and have him look over the code. <br /> <br />Letters with proposals for lighting fixtures and installation of same in the new <br />Liquor store were reaä,and on motion by Connor, seconded by Willmus,the proposal of <br />Hoffman Lighting Co was approyed and ordered installed. Roll Call Ayes-(h) Nayes-(O). <br /> <br />Attorney Karon was asked to check on the procedure to follow on the drainage ---I <br />connection to the contemplated drainage line through the new High School property, that! <br />will be installed this year. ...J <br /> <br />Mayor Connor asked about an over all plan for the Village,and thought we should <br />get started on it and have meetings with experienced people and discmss future plan- <br />ing,not only with st. Paul but with Minneapolis which should be interested as they <br />.join Village limits for a distance on the west boundary. <br /> <br />A letter from JOB Koalska ,vas read outlining his plan for working Village roads <br />and applying for position as road overseer. The Clerk was asked to write hL~ our <br />answer, propo sing our terms of employing him' for the year of 1952. Hammersten moved, <br />seconded by Carlson that the plan outlined by Mayor Connor be sent to Jos.Koalska. <br />Roll Gal.I. Ayes-(4) Nayes-(O). <br /> <br />Mayor Connor submitted proposalE from McLdn e£ Hedman and St. Paul Book 8.. Stationery <br />Co for three(3) tables and fifty five(55) chairs for the newly purchased building. <br />St.Paul Books proposal being the lowest ,Hammersten moveð, s(I!condetl by C,Jrlson that W~ <br />'lpproved their proposal and Mayor Connor be authorized to purchase BaDe. Roll Gall, <br />Ayes-(4~ naJres-(O). <br /> <br />~he O'Neils came to the meetinG at thif: time and their problem was di~eussed with <br />the Council and Mayor Connor told them to sta.rt something b~r April If;t which they <br />agreed to do. <br /> <br />Willmus moved,seconded by Carlson that W~ employe Leonard Johnson as architect <br />to make th~ necessary changes at the new Fire station.Roll Call Ayes-(h) Nayes-(O). <br />
