A community asset providing: <br />o Lifelong fitness and recreation opportunities <br />o A niche golf experience for young, older and family golfers that is affordable <br />o A gathering place and sense of community <br />o Open, green space <br />o A resource for area School Districts <br />A local leader for rounds played on “like” golf courses: <br />o Play peaked in the 1990s with an average of 41,000 rounds/year. Since 2011, <br />Cedarholm has consistently experienced close to 25,500 rounds annually; metro- <br />wide City/County managed 9-hole, par 3 courses average 16,500 rounds <br />Meeting a specific niche in the Twin Cities golf market by providing a: <br />o Quality golf experience for youth, casual golfers and families <br />o Cost effective, time efficient golf experience <br />Currently operating as an enterprise fund, directly responsible for generating revenues to <br />off-set its operating and capital expenditures: <br />o In earlier years, Cedarholm contributed additional revenues to the Citywide <br />general fund that was used to minimize tax dollars for expenditures outside golf <br />operations <br />o In addition, Cedarholm pays an annual administrative fee to the City general fund <br />for insurance and financial services, as well as depreciation to the Golf Course <br />fund <br />o Over the last decade the golf revenues have not consistently generated enough <br />income to meet the increasing capital needs <br />In Spring of 2015, a 5-person task force was established compromised of residents from the <br />Parks & Recreation and Finance Commission to gather and share information. This task force <br />worked diligently with the Council, staff and the community to identify options for the site. <br />In Fall of 2015, the Council directed the Commission and staff to engage the community in <br />discussion for evaluating the replacement process. <br />Beginning March 2016, a 23-member resident advisory team were charged to review, analyze, <br />discuss, engage the community and report back to the City Council with a recommendation <br />within a 6-month timeline. A public report review and presentation was delivered on August 16, <br />2016. <br />Construction on the Cedarholm Community Building and Cart Storage facility began in the Fall <br />of 2017 and was completed in June of 2018. The first special event held was fittingly a <br />Community Open House. <br />Off-season Program and Events Meetings | 09/2018 to 11/2018 <br />Staff continued to analyze how to maximize the use of the new facility and satisfy the vision of <br />year round use. Staff utilized a document from the community brainstorming session on May <br />12, 2016 based on Future Users & Partners.
